2.35 Million Lose Power In California As State Faces Extreme Weather and Wildfires (mercurynews.com) 269

California's largest power utility began power shut-offs today for an estimated 2.35 million people -- expected to last two days -- after weather forecasts predicted extreme fire danger due to exceptionally dry weather and severe winds, according to the Washington Post. "Some gusts this weekend might reach 75 mph (120 kph) or higher as part of a 'historic' wind event, the National Weather Service said. The winds could lead to 'erratic fire behavior,' warned the California Department of Forestry and Fire Protection..."

The San Jose Mercury News reports: PG&E won't restore power until inspections of de-energized lines are completed and any damage to the system is repaired. The utility also has requested mutual aid from 1,000 workers from other energy companies, including ATCO Energy in Alberta, Canada; Xcel Energy in Minnesota; and Florida Power & Light. Those crews are expected to be staged and in place to do repairs by Sunday, according to the company.
50,000 people living near Northern California's wine country were also ordered to evacuate, as firefighters struggled to contain an already-burning 25,955-acre wildfire nearby which is only 10% contained. And 40,000 people were ordered to evacuate homes in Southern California near Santa Clarita, where the 4,600-acre Tick Fire is now 25% contained.

In the "Path to Raku" pull request, Larry Wall indicated his approval, leaving this comment: I am in favor of this change, because it reflects an ancient wisdom:

"No one sews a patch of unshrunk cloth on an old garment, for the patch will pull away from the garment, making the tear worse. Neither do people pour new wine into old wineskins. If they do, the skins will burst; the wine will run out and the wineskins will be ruined. No, they pour new wine into new wineskins, and both are preserved."

"Perl 6 will become Raku, assuming the four people who haven't yet approved the pull request give their okay," reports the Register, adding that Perl 5 will then become simply Perl.

Dozens of comments on that pull request have now already been marked as "outdated," and while a few contributors have made a point of abstaining from the approval process, reviewer Alex Daniel notes that "this pull request will be merged on October 14th if nobody in the list rejects it or requests more changes."

Fedora Drops 32-Bit Linux (betanews.com) 28

Brian Fagioli, writing for BetaNews: Beginning with the upcoming version 31 of the operating system, i686 32-bit processor support is being dropped by the Fedora Project. "The i686 architecture essentially entered community support with the Fedora 27 release. Unfortunately, there are not enough members of the community willing to do the work to maintain the architecture. Don't worry, though -- Fedora is not dropping all 32-bit packages. Many i686 packages are still being built to ensure things like multilib, wine, and Steam will continue to work," says Justin Forbes of Fedora Project. Forbes further explains, "While the repositories are no longer being composed and mirrored out, there is a koji i686 repository which works with mock for building 32-bit packages, and in a pinch to install 32-bit versions which are not part of the x86_64 multilib repository. Of course, maintainers expect this will see limited use. Users who simply need to run a 32-bit application should be able to do so with multilib on a 64-bit system."

We'll do all this until the websites go dark and the networks go down because eventually, climate change will come for our internet, too. That is, unless we can get the web ready for the coming storms. Huge changes will be needed because right now, the internet is unsustainable. On the one hand, rising sea levels threaten to swamp the cables and stations that transmit the web to our homes; rising temperatures could make it more costly to run the data centers handling ever-increasing web traffic; wildfires could burn it all down. On the other, all of those data centers, computers, smartphones, and other internet-connected devices take a prodigious amount of energy to build and to run, thus contributing to global warming and hastening our collective demise.

To save the internet and ourselves, we'll need to harden and relocate the infrastructure we've built, find cleaner ways to power the web, and reimagine how we interact with the digital world. Ultimately, we need to recognize that our tremendous consumption of online content isnâ(TM)t free of consequences -- if we're not paying, the planet is. You probably don't think about it when you're liking a photo or reading an article, but everything you do online is underpinned by a globe-spanning labyrinth of physical infrastructure. There are the data centers hosting the web and managing enormous flows of information on the daily. There are the fiber cables transmitting data to into our homes and offices, and even across oceans. There are cell towers sending and receiving countless calls and texts on the daily.

Eight of the World's Biggest Technology Service Providers Were Hacked by Chinese Cyber Spies in an Elaborate and Years-Long Invasion (reuters.com) 99

The invasion exploited weaknesses in those companies, their customers, and the Western system of technological defense, Reuters reported on Wednesday. From the report: Hacked by suspected Chinese cyber spies five times from 2014 to 2017, security staff at Swedish telecoms equipment giant Ericsson had taken to naming their response efforts after different types of wine. Pinot Noir began in September 2016. After successfully repelling a wave of attacks a year earlier, Ericsson discovered the intruders were back. And this time, the company's cybersecurity team could see exactly how they got in: through a connection to information-technology services supplier Hewlett Packard Enterprise. Teams of hackers connected to the Chinese Ministry of State Security had penetrated HPE's cloud computing service and used it as a launchpad to attack customers, plundering reams of corporate and government secrets for years in what U.S. prosecutors say was an effort to boost Chinese economic interests.

The hacking campaign, known as "Cloud Hopper," was the subject of a U.S. indictment in December that accused two Chinese nationals of identity theft and fraud. Prosecutors described an elaborate operation that victimized multiple Western companies but stopped short of naming them. A Reuters report at the time identified two: Hewlett Packard Enterprise and IBM. Yet the campaign ensnared at least six more major technology firms, touching five of the world's 10 biggest tech service providers. Also compromised by Cloud Hopper, Reuters has found: Fujitsu, Tata Consultancy Services, NTT Data, Dimension Data, Computer Sciences Corporation and DXC Technology. HPE spun-off its services arm in a merger with Computer Sciences Corporation in 2017 to create DXC.

Ubuntu Reverses Decision, Says It Will Continue To Support 32-bit Packages (betanews.com) 94

Canonical has issued a statement on Ubuntu's 32-bit future, saying it will continue to build and maintain a 32-bit archive going forward. From a report: Of course, there was some negativity surrounding the decision -- as is common with everything in the world today. In particular, developers of WINE were upset, since their Windows compatibility layer depends on 32-bit, apparently. In a statement, Canonical said: "Thanks to the huge amount of feedback this weekend from gamers, Ubuntu Studio, and the WINE community, we will change our plan and build selected 32-bit i386 packages for Ubuntu 19.10 and 20.04 LTS. We will put in place a community process to determine which 32-bit packages are needed to support legacy software, and can add to that list post-release if we miss something that is needed. Community discussions can sometimes take unexpected turns, and this is one of those. The question of support for 32-bit x86 has been raised and seriously discussed in Ubuntu developer and community forums since 2014. That's how we make decisions."

Wine Developers Concerned With Ubuntu Dropping 32-bit Support With Ubuntu 19.10 (linuxuprising.com) 209

The Wine developers are concerned with this news because many 64-bit Windows applications still use a 32-bit installer, or some 32-bit components. "In practice, the only cases where 64-bit only wine will be useful are when 64-bit applications are packaged some other way (such as a .zip, Steam Play, or packaging specifically for Wine) or for running Wine builtins like msidb." Ubuntu's solution for using Wine on 32-bit going forward, which is to publish applications as snaps, or use an Ubuntu 18.04 LTS based LXD container that has full access to multiarch 32-bit WINE and related libraries, was also discussed by the Wine developers, with Vincent Povirk of CodeWeavers saying that there's no point putting much effort into this temporary solution. The maintainer of the Wine OBS repository also mentioned that he has no interest in maintaining so many libraries.

Following seven weekly release candidates, Wine 4.0 was ready to ship today as judged by Wine founder Alexandre Julliard. Wine 4.0 is a big release bringing initial Vulkan graphics API support, Direct3D CSMT is enabled by default, early Direct3D 12 support via VKD3D, continued HiDPI work, various OpenGL improvements, multi-sample D3D texture support, 64-bit improvements, continued Android support, and much more. And when those surprises show up in someone's test results, the first move is often a call to customer service.... At 23andMe, those types of calls are so frequent that preparing for them is integrated into the company's months-long training program.... "We always try to steer the conversation toward the data, tell them that this is science," said Kent Hillyer, head of customer care for the genetic-testing firm 23andMe...

Lindsay Grove, a customer-care representative at 23andMe, still remembers one call in particular years later, a dad who took the test only to find out that his child was not, in fact, his child. At first, like most, he was just trying to figure out whether the results were accurate. So Grove explained the science behind the data. The customer then became somber and quiet. He questioned whether he should talk to his wife, and, if he did, how.... "That process of figuring out what to do next is very difficult for customers...."

Such emotional calls can take a toll on employees, too. That's perhaps inevitable when technology interfaces with such sensitive, personal information.... At 23andMe, Hillyer often encourages representatives to go for a walk after an intense call, or cracks open a bottle of wine to help them decompress. "We kind of do these internal therapy sessions,'' he said. "Here, maybe more so than most places, you have to be really supportive of each other."

How Restaurants Got So Loud (theatlantic.com) 233

An anonymous reader shares a report: Other sounds that reach 70 decibels include freeway noise, an alarm clock, and a sewing machine. But it's still quiet for a restaurant. Others I visited in Baltimore and New York City while researching this story were even louder: 80 decibels in a dimly lit wine bar at dinnertime; 86 decibels at a high-end food court during brunch; 90 decibels at a brewpub in a rehabbed fire station during Friday happy hour. Restaurants are so loud because architects don't design them to be quiet. Much of this shift in design boils down to changing conceptions of what makes a space seem upscale or luxurious, as well as evolving trends in food service. Right now, high-end surfaces connote luxury, such as the slate and wood of restaurants including The Osprey in Brooklyn or Atomix in Manhattan.

This trend is not limited to New York. According to Architectural Digest, mid-century modern and minimalism are both here to stay. That means sparse, modern decor; high, exposed ceilings; and almost no soft goods, such as curtains, upholstery, or carpets. These design features are a feast for the eyes, but a nightmare for the ears. No soft goods and tall ceilings mean nothing is absorbing sound energy, and a room full of hard surfaces serves as a big sonic mirror, reflecting sound around the room. The result is a loud space that renders speech unintelligible. Now that it's so commonplace, the din of a loud restaurant is unavoidable. That's bad for your health -- and worse for the staff who works there. But it also degrades the thing that eating out is meant to culture: a shared social experience that rejuvenates, rather than harms, its participants.

You Can Play Over 2,600 Windows Games on Linux Via Steam Play (tomshardware.com) 106

At the end of August, Valve announced a new version of Steam Play for Linux that included Proton, a WINE fork that made many Windows games, including more recent ones ,such as Witcher 3, Dark Souls 3 and Dishonored, playable on Linux. Just two months later, ProtonDB says there are over 2,600 Windows games that users can play on Linux, and the number is rapidly growing daily. From a report: When Valve Software launched Steam Play with Proton, it made it easier for gamers to play Windows games that hadn't yet been ported to Linux with the click of a button. Not all games may run perfectly on Linux, but that's also often the case with Windows 10, which can not play older games as well as previous versions of Windows did, even under Compatibility Mode. In only two months, the database of games that work with Proton has increased to over 2,600 -- more than half of the 5,000 Linux-native games that can be obtained through the Steam store.

Some Linux Gamers Using Wine/DXVK To Play Blizzard's Overwatch Banned (phoronix.com) 81

Longtime Slashdot reader DrYak writes: Phoronix is reporting that multiple users who all use Wine and DXVK compatibility layers have seen their Overwatch accounts banned by Blizzard. Previously, Blizzard has stated: "playing on Linux or even a Mac while on an emulated Windows environment is not bannable." But users report on Reddit getting banned simply after testing some rendering options. Tech support has answered that they are escalating the ticket and trying to take a closer look, hoping to avoid this from happening to other Linux users. According to Phoronix, the most common explanation for the bans "is a false-positive from Blizzard's anti-cheat technology having issue with DXVK."

No Healthy Level of Alcohol Consumption, Says Major Study (theguardian.com) 590

An anonymous reader quotes a report from The Guardian: Even the occasional drink is harmful to health, according to the largest and most detailed research carried out on the effects of alcohol, which suggests governments should think of advising people to abstain completely. The uncompromising message comes from the authors of the Global Burden of Diseases study, a rolling project based at the University of Washington, in Seattle, which produces the most comprehensive data on the causes of illness and death in the world. Alcohol, says their report published in the Lancet medical journal, led to 2.8 million deaths in 2016. It was the leading risk factor for premature mortality and disability in the 15 to 49 age group, accounting for 20% of deaths. The study was carried out by researchers at the Institute of Health Metrics and Evaluation (IHME), who investigated levels of alcohol consumption and health effects in 195 countries between 1990 to 2016. They used data from 694 studies to work out how common drinking was and from 592 studies including 28 million people worldwide to work out the health risks. According to the report, "27.1% of cancer deaths in women and 18.9% in men over 50 were linked to their drinking habits." The biggest causes of death linked to alcohol in younger people were tuberculosis (1.4% of deaths), road injuries (1.2%), and self-harm (1.1%).

"Worldwide we need to revisit alcohol control policies and health programs, and to consider recommendations for abstaining from alcohol," said the report's senior author, Professor Emmanuela Gakidou. "These include excise taxes on alcohol, controlling the physical availability of alcohol and the hours of sale, and controlling alcohol advertising. Any of these policy actions would contribute to reductions in population-level consumption, a vital step toward decreasing the health loss associated with alcohol use."

Steam Gets Built-in Tools To Let You Run Windows Games on Linux -- Now Available in Beta (pcgamesn.com) 206

Steam Play -- Valve's name for its cross-platform initiative -- is getting a major update, adding built-in tools that would allow users to run Windows games on Linux. It's now available in beta. From a report: The new tools run on Proton, which is custom distribution of the widely-used Wine compatibility tool. In the most practical terms, this means you can now download and install Windows games directly from the Steam client without any further fuss. Valve is currently checking "the entire Steam catalog" and whitelisting games that run without issue, but you can turn off those guidelines and install whatever you want, too.

Proton should provide enhanced performance over Wine in many cases, according to Valve. DirectX 11 and 12 implementations are now based on Vulkan, and performance in multi-threaded games "has been greatly improved compared to vanilla Wine." You'll also see better fullscreen and controller support with Proton. It's also fully open source.

Will the Food Industry Botch the Introduction Of Gene-Edited Foods? (sfgate.com) 166

We've reached a milestone in gene-edited food, according to the Washington Post. "Calyxt's 'healthier' soybean oil, the industry's first true gene-edited food, could make its way into products such as chips, salad dressings and baked goods as soon as the end of this year." Calyxt's soybean is the first of 23 gene-edited crops the Agriculture Department has recognized to date.... Scientists at Calyxt, a subsidiary of the French pharmaceutical firm Cellectis, developed their soybean by turning "off" the genes responsible for the trans fats in soybean oil. Compared with the conventional version, Calyxt says, oil made from this soybean boasts far more "healthy" fats, and far less of the fats that raise bad cholesterol. Chief executive Federico Tripodi likes to say the product is akin to olive oil but without the pungent flavor that would make it off-putting in Oreos or granola bars.

It has earned praise from the Center for Science in the Public Interest, a consumer group that says public health will benefit from ingredients with less trans and saturated fats, regardless of how they were developed.... Scientists in university labs and at companies such as Calyxt are already designing plants that are more nutritious, convenient and sustainable, they say.... [U]niversities around the country are working on plants that will withstand droughts, diseases and the ravages of climate change. Such improvements, underway in crops as diverse as oranges, wine grapes and cacao, could protect these plants in the future while cutting down water and chemical use, experts say....

While Congress passed a law requiring food makers to disclose genetically modified ingredients in 2016, those rules will probably not apply to foods made with newer gene-editing techniques, said experts who had reviewed it. Calyxt has marketed its soybean oil to food-makers as "non-GMO," citing the fact that it contains no foreign genetic material. But consumers are unlikely to accept this distinction, said Michael Hansen, a senior staff scientist at Consumers Union. Hansen argues that GMOs developed a negative reputation in part because biotech companies botched public outreach in the 1980s and 1990s. Should businesses repeat that mistake, he said, consumers will reject a promising technology.

Non-GM foods are already a multibillion-dollar market, the article points out, adding that according to a 2016 Pew Research Center report, nearly 4 in 10 American consumers believe genetically modified foods are bad for their health.

Fukushima's Nuclear Signature Found In California Wine (technologyreview.com) 140

An anonymous reader quotes a report from MIT Technology Review: Is it possible to see the effects of the Fukushima nuclear disaster in California wines produced at the time? Today we get an answer, thanks to a study carried out by french pharmacologist Philippe Hubert and a couple of colleagues. "In January 2017, we came across a series of Californian wines (Cabernet Sauvignon) from vintage 2009 to 2012," say Hubert and company. This set of wines provides the perfect test. The Fukushima disaster occurred on March 11, 2011. Any wine made before that date should be free of the effects, while any dating from afterward could show them. The team began their study with the conventional measurement of cesium-137 levels in the unopened bottles. That showed levels to be indistinguishable from background noise.

But the team was able to carry out more-sensitive tests by opening the wine and reducing it to ash by evaporation. This involves heating the wine to 100 degrees Celsius for one hour and then increasing the temperature to 500 degrees Celsius for eight hours. In this way, a standard 750-milliliter bottle of wine produces around four grams of ashes. The ashes were then placed in a gamma ray detector to look for signs of cesium-137. Using this method, Hubert and his colleagues found measurable amounts of cesium-137 above background levels in the wine produced after 2011. "It seems there is an increase in activity in 2011 by a factor of two," conclude the team.

Finally, Non-Compete Clauses Eliminated... For Fast Food Workers (npr.org) 117

"Non-compete clauses are common among professionals, justified by a variety of innocuous-sounding and apparently reasonable business reasons," writes Slashdot reader Beeftopia. "This story shows that, surprisingly, it is a very effective wage suppression mechanism as well, used in industries where it would seem unnecessary."

NPR reports: For many years, fast-food franchises agreed not to recruit or hire one another's workers within the same chain. These "no-poach agreements," as they are known, meant a worker couldn't get better pay or move up the ladder by going to another franchise. Bob Ferguson, Washington's attorney general, said such agreements are clearly illegal. "These no-poach clauses, I think, are an example of a rigged system," he said. "I think you're a worker, you have no idea this clause exists, you haven't signed it. And yet when you try to go to another business to improve your wages, you can't do it, because of this condition in a contract that you never signed..."

Princeton economist Alan Krueger says such restrictions make the labor market work inefficiently, keeping wages artificially low. "I think it's very hard to come up with a sound business justification for this practice, other than reducing competition for workers," he says.

Arby's, Carl's Jr., and five other fast food chains agreed "under pressure" to stop enforcing their non-compete agreements, while eight more chains are currently being investigated by a coalition of 11 state attorney generals. Massachusetts Attorney General Maura Healey reports that 80% of fast food workers are currently locked into non-compete agreements, according to Food & Wine magazine.

"Though a statement from the International Franchise Association argues that these agreements are necessary to keep employees from jumping ship before the expense to train them has been recouped, opponents of these clauses suggest the industrywide benefit of suppressing wages may be the real driving factor."

Our Devices May Listen More Attentively, Patents Filed By Google and Amazon Suggest (nytimes.com) 50

Amazon and Google, the leading sellers of smart speakers, say their AI-powered assistants record and process audio only after users trigger them by pushing a button or uttering a phrase like "Hey, Alexaâ or âoeO.K., Google." But each company has filed patent applications, many of them still under consideration, that outline an array of possibilities for how devices like these could monitor more of what users say and do (the link may be paywalled), The New York Times reports. From the report: That information could then be used to identify a person's desires or interests, which could be mined for ads and product recommendations. In one set of patent applications, Amazon describes how a "voice sniffer algorithm" could be used on an array of devices, like tablets and e-book readers, to analyze audio almost in real time when it hears words like "love," "bought" or "dislike." A diagram included with the application illustrated how a phone call between two friends could result in one receiving an offer for the San Diego Zoo and the other seeing an ad for a Wine of the Month Club membership.

Some patent applications from Google, which also owns the smart home product maker Nest Labs, describe how audio and visual signals could be used in the context of elaborate smart home setups. One application details how audio monitoring could help detect that a child is engaging in "mischief" at home by first using speech patterns and pitch to identify a child's presence, one filing said. A device could then try to sense movement while listening for whispers or silence, and even program a smart speaker to "provide a verbal warning." A separate application regarding personalizing content for people while respecting their privacy noted that voices could be used to determine a speaker's mood using the "volume of the user's voice, detected breathing rate, crying and so forth," and medical condition "based on detected coughing, sneezing and so forth."

Amazon Opens 'Surveillance-Powered, No-Checkout Convenience Store' (geekwire.com) 266

After shoppers check in by scanning their unique QR code, overhead cameras work with weight sensors in the shelves to precisely track which items they pick up and take with them. When they leave, they just leave. Amazon Go's systems automatically debit their accounts for the items they take, sending the receipt to the app. In my first test of Amazon Go this past week, my elapsed time in the store was exactly 23 seconds -- from scanning the QR code at the entrance to exiting with my chosen item...

The company says the tracking is precise enough to distinguish between multiple people standing side-by-side at a shelf, detecting which one picked up a yogurt or cupcake, for example, and which one was merely browsing. The system also knows when people pick up items and put them back, ensuring that Amazon doesn't dock anyone's account for milk or chips when they simply wanted to read the label. The idea is to "push the boundaries of computer vision and machine learning" to create an "effortless experience for customers," said Dilip Kumar, Amazon Go vice president of technology, after taking GeekWire through the store this past week... Apart from the kitchen staff preparing fresh food at the back, we saw only two workers in the 1,800-square-foot Amazon Go store during our visit: one at the beer and wine section to check IDs, and another just inside the entrance to greet customers.

TechCrunch calls it "Amazon's surveillance-powered no-checkout convenience store," adding "the system is made up of dozens and dozens of camera units mounted to the ceiling, covering and recovering every square inch of the store from multiple angles."

The Seattle Times reports that the store "was also criticized by grocery-store workers' unions, which feared an effort to automate the work done by cashiers, the second-most-common job in the U.S."
