Researchers Discover a New Form of Scientific Fraud: Uncovering 'Sneaked References' (theconversation.com) 47
A recent study has exposed a method of artificially inflating citation counts through "sneaked references," which are extra citations included in metadata but not in the actual text of articles. This manipulation, uncovered in journals by Technoscience Academy, distorts citation metrics that are critical for research funding and academic promotions. The Conversation reports: The investigation began when Guillaume Cabanac, a professor at the University of Toulouse, wrote a post on PubPeer, a website dedicated to post-publication peer review, in which scientists discuss and analyze publications. In the post, he detailed how he had noticed an inconsistency: a Hindawi journal article that he suspected was fraudulent because it contained awkward phrases had far more citations than downloads, which is very unusual. The post caught the attention of several sleuths who are now the authors of the JASIST article. We used a scientific search engine to look for articles citing the initial article. Google Scholar found none, but Crossref and Dimensions did find references. The difference? Google Scholar is likely to mostly rely on the article's main text to extract the references appearing in the bibliography section, whereas Crossref and Dimensions use metadata provided by publishers.
To understand the extent of the manipulation, we examined three scientific journals that were published by the Technoscience Academy, the publisher responsible for the articles that contained questionable citations. [...] In the journals published by Technoscience Academy, at least 9% of recorded references were "sneaked references." These additional references were only in the metadata, distorting citation counts and giving certain authors an unfair advantage. Some legitimate references were also lost, meaning they were not present in the metadata. In addition, when analyzing the sneaked references, we found that they highly benefited some researchers. For example, a single researcher who was associated with Technoscience Academy benefited from more than 3,000 additional illegitimate citations. Some journals from the same publisher benefited from a couple hundred additional sneaked citations.
We wanted our results to be externally validated, so we posted our study as a preprint, informed both Crossref and Dimensions of our findings and gave them a link to the preprinted investigation. Dimensions acknowledged the illegitimate citations and confirmed that their database reflects Crossref's data. Crossref also confirmed the extra references in Retraction Watch and highlighted that this was the first time that it had been notified of such a problem in its database. The publisher, based on Crossref's investigation, has taken action to fix the problem. To combat this practice of "sneaked references," the authors suggest several measures: rigorous verification of metadata by publishers and agencies like Crossref, independent audits to ensure data reliability, and increased transparency in managing references and citations.

The very same thing has been happening in the world of recruitment for a while. Candidates add all the possible tech keywords they can to their CVs but they do it on margins, in small white font, making it invisible to the naked eye. Recruiters who read those CVs don't see all the jibber-jabber automated initial-sift software does, elevating those keyword-heavy CVs to the top candidate lists.

On the other hand, recruiters have been using woefully inadequate keyword lists that send excellent CVs to the bottom of the pile just because they chose a (perhaps more accurate) synonym that didn't happen to be in the list.

Science doesn't and shouldn't have a priesthood. However there can be those around the scientists who like to manipulate them. Ie, "publish or perish" is strong pressure to publish early and often, as it ties directly into salary. That doesn't necessarily influence the content, however there may be other forces pushing for crertain content. Then you get the people who really resent super clever people, they're upset that as proper adults they're no longer allowed to beat them up behind the gym. They tend to spread a lot of anti-science and anti-scientist messaging.

"The crises that face science are not limited to jobs and research funds. Those are bad enough, but they are just the beginning. Under stress from those problems, other parts of the scientific enterprise have started showing signs of distress. One of the most essential is the matter of honesty and ethical behavior among scientists.
The public and the scientific community have both been shocked in recent years by an increasing number of cases of fraud committed by scientists. There is little doubt that the perpetrators in these cases felt themselves under intense pressure to compete for scarce resources, even by cheating if necessary. As the pressure increases, this kind of dishonesty is almost sure to become more common.
Other kinds of dishonesty will also become more common. For example, peer review, one of the crucial pillars of the whole edifice, is in critical danger. Peer review is used by scientific journals to decide what papers to publish, and by granting agencies such as the National Science Foundation to decide what research to support. Peer review is usually quite a good way to identify valid science. Of course, a referee will occasionally fail to appreciate a truly visionary or revolutionary idea, but by and large, peer review works pretty well so long as scientific validity is the only issue at stake. However, it is not at all suited to arbitrate an intense competition for research funds or for editorial space in prestigious journals. There are many reasons for this, not the least being the fact that the referees have an obvious conflict of interest, since they are themselves competitors for the same resources. This point seems to be another one of those relativistic anomalies, obvious to any outside observer, but invisible to those of us who are falling into the black hole. It would take impossibly high ethical standards for referees to avoid taking advantage of their privileged anonymity to advance their own interests, but as time goes on, more and more referees have their ethical standards eroded as a consequence of having themselves been victimized by unfair reviews when they were authors. Peer review is thus one among many examples of practices that were well suited to the time of exponential expansion, but will become increasingly dysfunctional in the difficult future we face.
We must find a radically different social structure to organize research and education in science after The Big Crunch. That is not meant to be an exhortation. It is meant simply to be a statement of a fact known to be true with mathematical certainty, if science is to survive at all. The new structure will come about by evolution rather than design, because, for one thing, neither I nor anyone else has the faintest idea of what it will turn out to be, and for another, even if we did know where we are going to end up, we scientists have never been very good at guiding our own destiny. Only this much is sure: the era of exponential expansion will be replaced by an era of constraint. Because it will be unplanned, the transition is likely to be messy and painful for the participants. In fact, as we have seen, it already is. Ignoring the pain for the moment, however, I would like to look ahead and speculate on some conditions that must be met if science is to have a future as well as a past."

When it was converted into dumb metrics, and those metrics in turn tied to career progress, that's when the gaming began. Nowadays, being a perfectly honest researcher causes one to fall into the unhireable bottom because their numbers look bad compared to the number-gaming one, so everyone must do it -- or leave academia altogether.

Yeah. My reaction on seeing this was "good." Poisoning lazy citation counting indices and the things that depend on them is likely to be a good thing in the long run.
It's not like regular citations aren't gamed all the time anyway. Many papers get cited without being read because the abstract or title says something the citer wanted. Sometimes reviewers pick up on superfluous citations but often as not they just want you to replace them with citations to the reveiwer's own papers.

What this is talking about is not even having the paper mentioned in the PDF at all, but including it in an external metadata file which is submitted directly to metadata cataloguers.

When you start measuring performance too much people will start gaming the system. Then you tighten the checks.
The risk is you evolve towards a system that performs well according to your indicators, the measurment system but underneath can be highly disfunctional. How far towards that system, can't say. In some cases it will be a reasonable tradeoff.

No, this happens when you don't measure performance because it's difficult to measure. This happens when you measure something else, that is easy to measure as a proxy for performance. If you are actually measuring what it is you want to improve, you can't game the system without making the actual improvement.
It's like using share price as a proxy for business success. A CEO might gut the business to get significant profit one year, gain a massive bonus based on that, and leave, letting the company collapse

Nearly all metrics are proxies. Sometimes the real thing you want to measure is qualitative, so you use proxies intentionally. It's not inherently wrong, it just requires those who use the proxy to be vigilant.

The only thing that sucks about this is now they're going to get sneakier. Instead of just putting them in the metadata, now they'll add spurious citations pointing to them, to throw off automated detection. Granted, this would have the secondary effect of forcing more rigorous peer review to find this bullshit, something that already needs to be happening, but having to contextually cross reference every single citation for validity is just going to make the process more cumbersome than it already is. I don't know this journal But in CS, authors do not submit these meta data. Usually the publishing house does that.

When research is about money, instead of discovery (Score:3)
Scientific research back in the 1980s and 1990s was still about discovery and basic science. Now it is all about IP, tweaked drugs and money, so of course some scientists will cheat under those circumstances. If you want real science back at US research institutes, then get the pharmaceutical companies out of the loop. Replace the top NIH people and return to basic science. Chasing IP is not science, it is business.

When someone is professional [something], they will tend to optimize, consciously or otherwise, for whatever allows them to continue/succeed at their profession. (assuming some level of competition for clients/resources)
Researchers aren't an exception; they, too, are human.
If getting the resources necessary to continue as a researcher requires being cited, then they will optimize for citations...or be replaced in favor of someone who did.
