CarbonBrief: China's carbon dioxide (CO2) emissions fell by 3% in March 2024, ending a 14-month surge that began when the economy reopened after the nation's "zero-Covid" controls were lifted in December 2022. The new analysis for Carbon Brief, based on official figures and commercial data, reinforces the view that China's emissions could have peaked in 2023.

The drivers of the CO2 drop in March 2024 were expanding solar and wind generation, which covered 90% of the growth in electricity demand, as well as declining construction activity. Oil demand growth also ground to a halt, indicating that the post-Covid rebound may have run its course. A 2023 peak in China's CO2 emissions is possible if the buildout of clean energy sources is kept at the record levels seen last year.

Did the US Government Ignore a Chance to Make TikTok Safer? (yahoo.com) 59

"To save itself, TikTok in 2022 offered the U.S. government an extraordinary deal," reports the Washington Post. The video app, owned by a Chinese company, said it would let federal officials pick its U.S. operation's board of directors, would give the government veto power over each new hire and would pay an American company that contracts with the Defense Department to monitor its source code, according to a copy of the company's proposal. It even offered to give federal officials a kill switch that would shut the app down in the United States if they felt it remained a threat.

The Biden administration, however, went its own way. Officials declined the proposal, forfeiting potential influence over one of the world's most popular apps in favor of a blunter option: a forced-sale law signed last month by President Biden that could lead to TikTok's nationwide ban. The government has never publicly explained why it rejected TikTok's proposal, opting instead for a potentially protracted constitutional battle that many expect to end up before the Supreme Court... But the extent to which the United States evaluated or disregarded TikTok's proposal, known as Project Texas, is likely to be a core point of dispute in court, where TikTok and its owner, ByteDance, are challenging the sale-or-ban law as an "unconstitutional assertion of power."

The episode raises questions over whether the government, when presented with a way to address its concerns, chose instead to back an effort that would see the company sold to an American buyer, even though some of the issues officials have warned about — the opaque influence of its recommendation algorithm, the privacy of user data — probably would still be unresolved under new ownership...

A senior Biden administration official said in a statement that the administration "determined more than a year ago that the solution proposed by the parties at the time would be insufficient to address the serious national security risks presented. While we have consistently engaged with the company about our concerns and potential solutions, it became clear that divestment from its foreign ownership was and remains necessary."

"Since federal officials announced an investigation into TikTok in 2019, the app's user base has doubled to more than 170 million U.S. accounts," according to the article.

It also includes this assessment from Anupam Chander, a Georgetown University law professor who researches international tech policy. "The government had a complete absence of faith in [its] ability to regulate technology platforms, because there might be some vulnerability that might exist somewhere down the line."

Are We Closer to a Cure for Diabetes? (indiatimes.com) 75

"Chinese scientists develop cure for diabetes," reads the headline from the world's second-most widely read English-language newspaper. ("Insulin patient becomes medicine-free in just 3 months.")

The researchers' results were published earlier in May in Cell Discovery, and are now getting some serious scrutiny from the press. The Economic Times cites a University of British Columbia professor's assessment that the study "represents an important advance in the field of cell therapy for diabetes," in an article calling it a "breakthrough" that "marks a significant advancement in cell therapy for diabetes." Chinese scientists have successfully cured a patient's diabetes using a groundbreaking cell therapy... According to a South China Morning Post report, the patient underwent the cell transplant in July 2021. Remarkably, within eleven weeks, he no longer required external insulin. Over the next year, he gradually reduced and ultimately stopped taking oral medication for blood sugar control. "Follow-up examinations showed that the patient's pancreatic islet function was effectively restored," said Yin, one of the lead researchers. The patient has now been insulin-free for 33 months... The new therapy involves programming the patient's peripheral blood mononuclear cells, transforming them into "seed cells" to recreate pancreatic islet tissue in an artificial environment.
Their article calls it "a significant medical milestone" — noting that 140 million people in China have diabetes (according to figures from the International Diabetes Federation).

China Successfully Lands Probe on the Moon's Far Side, Starts Collecting Samples (cnn.com) 51

China's Chang'e-6 probe successfully lands on far side of the moon China's moon probe has "successfully touched down on the far side of the moon," CNN reports, in "a significant step for the ambitious mission that could advance the country's aspirations of putting astronauts on the moon" by 2030.

The mission's ultimate goal is to return to Earth the first samples from the moon's far side, CNN reports. And China's lunar lander "is now expected to use a drill and a mechanical arm to gather up to 2 kilograms of moon dust and rocks from the basin, a crater formed some 4 billion years ago." To complete its mission, the lander will need to robotically stow those samples in an ascent vehicle that made the landing with it. The ascent vehicle will then return to lunar orbit, where it will dock with and transfer the samples to a re-entry capsule, according to mission information provided by the China National Space Administration. The re-entry capsule and orbiter will then travel back to Earth's orbit and separate, allowing the re-entry capsule to make its expected return later this month to the Siziwang Banner Landing Site in China's rural Inner Mongolia region.
The mission began with its launch on May 3 — and is expected to last 53 days. The landing marks the second time a mission has successfully reached the far side of the moon. China first completed that historic feat in 2019 with its Chang'e-4 probe... The technically complex mission is made more challenging due to where it is being conducted. The far side of the moon is out of range of normal communications, which means Chang'e-6 must also rely on a satellite that was launched into lunar orbit in March, the Queqiao-2.

TikTok Preparing a US Copy of the App's Core Algorithm (reuters.com) 57

An anonymous reader quotes a report from Reuters: TikTok is working on a clone of its recommendation algorithm for its 170 million U.S. users that may result in a version that operates independently of its Chinese parent and be more palatable to American lawmakers who want to ban it, according to sources with direct knowledge of the efforts. The work on splitting the source code ordered by TikTok's Chinese parent ByteDance late last year predated a bill to force a sale of TikTok's U.S. operations that began gaining steam in Congress this year. The bill was signed into law in April. The sources, who were granted anonymity because they are not authorized to speak publicly about the short-form video sharing app, said that once the code is split, it could lay the groundwork for a divestiture of the U.S. assets, although there are no current plans to do so. The company has previously said it had no plans to sell the U.S. assets and such a move would be impossible. [...]

In the past few months, hundreds of ByteDance and TikTok engineers in both the U.S. and China were ordered to begin separating millions of lines of code, sifting through the company's algorithm that pairs users with videos to their liking. The engineers' mission is to create a separate code base that is independent of systems used by ByteDance's Chinese version of TikTok, Douyin, while eliminating any information linking to Chinese users, two sources with direct knowledge of the project told Reuters. [...] The complexity of the task that the sources described to Reuters as tedious "dirty work" underscores the difficulty of splitting the underlying code that binds TikTok's U.S. operations to its Chinese parent. The work is expected to take over a year to complete, these sources said. [...] At one point, TikTok executives considered open sourcing some of TikTok's algorithm, or making it available to others to access and modify, to demonstrate technological transparency, the sources said.

Executives have communicated plans and provided updates on the code-splitting project during a team all-hands, in internal planning documents and on its internal communications system, called Lark, according to one of the sources who attended the meeting and another source who has viewed the messages. Compliance and legal issues involved with determining what parts of the code can be carried over to TikTok are complicating the work, according to one source. Each line of code has to be reviewed to determine if it can go into the separate code base, the sources added. The goal is to create a new source code repository for a recommendation algorithm serving only TikTok U.S. Once completed, TikTok U.S. will run and maintain its recommendation algorithm independent of TikTok apps in other regions and its Chinese version Douyin. That move would cut it off from the massive engineering development power of its parent company in Beijing, the sources said. If TikTok completes the work to split the recommendation engine from its Chinese counterpart, TikTok management is aware of the risk that TikTok U.S. may not be able to deliver the same level of performance as the existing TikTok because it is heavily reliant on ByteDance's engineers in China to update and maintain the code base to maximize user engagement, sources added.

OpenAI Disrupts Five Attempts To Misuse Its AI For 'Deceptive Activity' (reuters.com) 16

An anonymous reader quotes a report from Reuters: Sam Altman-led OpenAI said on Thursday it had disrupted five covert influence operations that sought to use its artificial intelligence models for "deceptive activity" across the internet. The artificial intelligence firm said the threat actors used its AI models to generate short comments, longer articles in a range of languages, made up names and bios for social media accounts over the last three months. These campaigns, which included threat actors from Russia, China, Iran and Israel, also focused on issues including Russia's invasion of Ukraine, the conflict in Gaza, the Indian elections, politics in Europe and the United States, among others.

The deceptive operations were an "attempt to manipulate public opinion or influence political outcomes," OpenAI said in a statement. [...] The deceptive campaigns have not benefited from increased audience engagement or reach due to the AI firm's services, OpenAI said in the statement. OpenAI said these operations did not solely use AI-generated material but included manually written texts or memes copied from across the internet.
In a separate announcement on Wednesday, Meta said it had found "likely AI-generated" content used deceptively across its platforms, "including comments praising Israel's handling of the war in Gaza published below posts from global news organizations and U.S. lawmakers," reports Reuters.

Blacklisted Chinese Companies Rebrand as American To Dodge Crackdown (wsj.com) 46

American Lidar, a company registered in Michigan in December, is a subsidiary of China-based lidar maker Hesai Group, which the U.S. has labeled a security concern, WSJ reported Wednesday, citing policymakers and national-security experts. Chinese firms facing regulatory or reputational problems are rebranding and creating U.S.-domiciled businesses to sell their wares as the Biden administration expands the government entity lists that restrict Chinese companies' business dealings in the U.S., the report said.

These moves, while legal, irritate regulators who can't enforce laws when it isn't clear who is behind a company. Hesai became a target in the U.S.-China tech-trade war after allegations that its laser sensors could be used to collect sensitive American data, and was added to the Defense Department list that designates companies as Chinese military entities operating in the U.S. BGI Genomics and DJI are also facing similar challenges and are attempting to rebrand or license their technology to American startups to avoid sanctions.

Saudi Arabia Eyes a Future Beyond Oil (nytimes.com) 58

An anonymous reader shares a report: At a two-hour drive from Riyadh, Saudi Arabia's capital, rows of solar panels extend to the horizon like waves on an ocean. Despite having almost limitless reserves of oil, the kingdom is embracing solar and wind power, partly in an effort to retain a leading position in the energy industry, which is vitally important to the country but fast changing. Looking out over 3.3 million panels, covering 14 square miles of desert, Faisal Al Omari, chief executive of a recently completed solar project called Sudair, said he would tell his children and grandchildren about contributing to Saudi Arabia's energy transition.

Although petroleum production retains a crucial role in the Saudi economy, the kingdom is putting its chips on other forms of energy. Sudair, which can light up 185,000 homes, is the first of what could be many giant projects intended to raise output from renewable energy sources like solar and wind to around 50 percent by 2030. Currently, renewable energy accounts for a negligible amount of Saudi electricity generation. Analysts say achieving that hugely ambitious goal is unlikely. "If they get 30 percent, I would be happy because that would be a good signal," said Karim Elgendy, a climate analyst at the Middle East Institute, a research organization in Washington. Still, the kingdom is planning to build solar farms at a rapid pace. "The volumes you see here, you don't see anywhere else, only in China," said Marco Arcelli, chief executive of Acwa Power, Sudair's Saudi developer and a growing force in the international electricity and water industries.

The Saudis not only have the money to expand rapidly, but are free of the long permit processes that inhibit such projects in the West. "They have a lot of investment capital, and they can move quickly and pull the trigger on project development," said Ben Cahill, a senior fellow at the Center for Strategic and International Studies, a research institution in Washington. Even Saudi Aramco, the crown jewel of the Saudi economy and the producer of nearly all its oil, sees a shifting energy landscape. To gain a foothold in solar, Aramco has taken a 30 percent stake in Sudair, which cost $920 million, the first step in a planned 40-gigawatt solar portfolio -- more than Britain's average power demand -- intended to meet the bulk of the government's ambitions for renewable energy. The company plans to set up a large business of storing greenhouse gases underground.

How China's 1980s PC Industry Hacked Dot-Matrix Printers (fastcompany.com) 99

An anonymous reader shares a report: Commercial dot-matrix printing was yet another arena in which the needs of Chinese character I/O were not accounted for. This is witnessed most clearly in the then-dominant configuration of printer heads -- specifically the 9-pin printer heads found in mass-manufactured dot-matrix printers during the 1970s. Using nine pins, these early dot-matrix printers were able to produce low-resolution Latin alphabet bitmaps with just one pass of the printer head. The choice of nine pins, in other words, was "tuned" to the needs of Latin alphabetic script.

These same printer heads were incapable of printing low-resolution Chinese character bitmaps using anything less than two full passes of the printer head, one below the other. Two-pass printing dramatically increased the time needed to print Chinese as compared to English, however, and introduced graphical inaccuracies, whether due to inconsistencies in the advancement of the platen or uneven ink registration (that is, characters with differing ink densities on their upper and lower halves).

Compounding these problems, Chinese characters printed in this way were twice the height of English words. This created comically distorted printouts in which English words appeared austere and economical, while Chinese characters appeared grotesquely oversized. Not only did this waste paper, but it left Chinese-language documents looking something like large-print children's books. When consumers in the Chinese-Japanese-Korean (CJK) world began to import Western-manufactured dot-matrix printers, then, they faced yet another facet of Latin alphabetic bias.

North Korea Says Its Attempt To Put Another Spy Satellite Into Orbit Has Failed (yahoo.com) 20

A North Korean rocket carrying its second spy satellite exploded midair on Monday, state media reported, after its neighbors strongly rebuked its planned launch. From a report: The North's official Korean Central News Agency said it launched a spy satellite aboard a new rocket at its main northwestern space center. But KCNA said the rocket blew up during a first-stage flight soon after liftoff due to a suspected engine problem. Earlier Monday, North Korea had notified Japan's coast guard about its plans to launch "a satellite rocket," with a warning to exercise caution in the waters between the Korean Peninsula and China and east of the main Philippine island of Luzon during a launch window from Monday through June 3.

South Korea's Joint Chiefs of Staff later said it detected a launch trajectory believed to be of a spy satellite fired from the North's main space center at 10:44 p.m. on Monday. Four minutes later, many fragments were spotted in the waters, it said. Japanese Prime Minister's Office earlier issued a missile alert for the island of Okinawa following North Korea's launch. The alert was lifted soon after. Japan's NHK public television earlier reported that an image captured by a camera in northeastern China showed an orange light in the sky and then an apparent explosion a moment later.

Trump Promises He'd Commute the Life Sentence of 'Silk Road' Founder Ross Ulbricht (semafor.com) 283

In 2011 Ross Ulbricht launched an anonymous, Tor-hidden "darknet" marketplace (with transactions conducted in bitcoin). By 2015 he'd been sentenced to life in prison for crimes including money laundering, distributing narcotics, and trafficking in fraudulent identity documents — without the possibility of parole.

Today a U.S. presidential candidate promised to commute that life sentence — Donald Trump, speaking at the national convention of the Libertarian Party as it prepares to nominate its own candidate for president.

Commuting Ulbricht's life sentence is "a top demand" of a political movement that intends to run its own candidate against Trump, reports Semafor: "On day one, we will commute the sentence," Trump said, offering to free the creator of what was once the internet's most infamous drug clearinghouse. "We will bring him home." His speeches more typically include a pledge to execute drug dealers, citing China as a model.

"It's time to be winners," said Trump, asking rhetorically if third party delegates wanted to go on getting single-digit protest votes. "I'm asking for the Libertarian Party's endorsement, or at least lots of your votes...."

"I've been indicted by the government on 91 different things," Trump said. "So if I wasn't a libertarian before, I sure as hell am a libertarian now."

More coverage from NBC News: At times, Trump turned on the crowd, criticizing libertarians' turnout at previous elections. "You can keep going the way you have for the last long decades and get your 3% and meet again, get another 3%," Trump said following jeers from the crowd.
Another high-profile supporter for commuting Ulbricht's sentence is actor-turned documentary maker Alex Winter. Best known for playing slacker Bill S. Preston Esq in Bill & Ted's Excellent Adventure and its sequels, Winter also directed, wrote, and co-produced the 2015 documentary Deep Web: The Untold Story of Bitcoin and the Silk Road (narrated by Keanu Reeves).

Writing earlier this month in Rolling Stone, Winter called Silk Road "inarguably a criminal operation" but also "a vibrant and diverse community of people from around the world. They were not only there for drugs but for the freedom of an encrypted and anonymous space, to convene and discuss everything from politics to literature and art, philosophy and drugs, drug recovery, and the onerous War on Drugs..." It's my firm opinion, and the opinion of many prison-system and criminal-law experts, that [Ulbricht's] sentence is disproportionate to his charges and that he deserves clemency. This case indeed reflects just one of the millions of unjust sentences in the long and failed War on Drugs... No matter what one thinks of Ulbricht, Silk Road, or the crimes that may have been committed, 10 years in prison is more than sufficient and customary punishment for those offenses or sins. Ross Ulbricht should be free.

China's Blistering Solar Growth Runs Into Grid Blocks (reuters.com) 51

China's rapid solar power expansion is slowing due to grid bottlenecks, market reforms, and diminishing rooftop space, with new solar builds dropping 32% in March year-on-year. Reuters reports: The country's solar power expansion is slowing due to tighter curbs on supplying excess power from rooftop solar into the grid and changes in electricity pricing that are denting the economics of new solar projects. Forecasts show China's solar build this year will be heavily outpaced by growth in its photovoltaic (PV) module manufacturing capacity, raising the prospect the country will export more solar panels despite a trade backlash in Europe and the U.S. The main factor slowing the expansion of distributed solar - installations built near the point of use, mostly on rooftops - is that there is not enough storage or transmission capacity to soak up the excess power generated when the sun is shining. That in turn is leading regulators to take away some of the price support that led to the rapid growth of distributed solar. "In the next couple of years, this is going to be a huge problem that all provinces will face as grids are oversaturated, the infrastructure is overwhelmed," said Cosimo Ries, an analyst with Trivium China, a policy research group. Renewable generators previously enjoyed a guarantee that grid operators would buy nearly all of their power at a rate tied to the coal index. That guarantee was lifted on April 1 and took effect earlier in some places, three industry experts said. Now, renewable generation is increasingly subject to less favourable market pricing. Shenhua Energy, a state-run coal and power firm, said in its first-quarter report that prices for its solar power fell 34.2% year-on-year to 283 yuan per megawatt-hour (MWh), while its coal power prices fell just 2.4% to 406 yuan per MWh. Wang Xiuqiang, a researcher at consultancy Beijing Linghang, attributed the lower solar prices and profitability to a higher proportion of market-based pricing. At the same time, grid companies are dialling back the 5% curtailment limit, "creating the risk for project owners that their generation might not be bought", said David Fishman of Shanghai-based energy consultancy the Lantau Group.

Curtailment for Huaneng Power International, a major state-owned generator, rose to 7.7% in the first quarter from 3.1% a year earlier, Jefferies analysts said in a client note, citing Huaneng management. In a further challenge, the easiest-to-site projects have already been largely developed, said Shi Lida, research manager at Yongan Guofu Asset Management. At sites still available, rooftops may need to be reinforced, grid connections may be limited, or hours of sunlight may be short. "If your costs don't continue to fall, the investment will not be cost effective," Shi said.

US Lawmakers Advance Bill To Make It Easier To Curb Exports of AI Models (reuters.com) 30

The House Foreign Affairs Committee on Wednesday voted overwhelmingly to advance a bill that would make it easier for the Biden administration to restrict the export of AI systems, citing concerns China could exploit them to bolster its military capabilities. From a report: The bill, sponsored by House Republicans Michael McCaul and John Molenaar and Democrats Raja Krishnamoorthi and Susan Wild, also would give the Commerce Department express authority to bar Americans from working with foreigners to develop AI systems that pose risks to U.S. national security. Without this legislation "our top AI companies could inadvertently fuel China's technological ascent, empowering their military and malign ambitions," McCaul, who chairs the committee, warned on Wednesday.

"As the (Chinese Communist Party) looks to expand their technological advancements to enhance their surveillance state and war machine, it is critical we protect our sensitive technology from falling into their hands," McCaul added. The Chinese Embassy in Washington did not immediately respond to a request for comment. The bill is the latest sign Washington is gearing up to beat back China's AI ambitions over fears Beijing could harness the technology to meddle in other countries' elections, create bioweapons or launch cyberattacks.

Why Your Wi-Fi Router Doubles As an Apple AirTag (krebsonsecurity.com) 73

An anonymous reader quotes a report from Krebs On Security: Apple and the satellite-based broadband service Starlink each recently took steps to address new research into the potential security and privacy implications of how their services geo-locate devices. Researchers from the University of Maryland say they relied on publicly available data from Apple to track the location of billions of devices globally -- including non-Apple devices like Starlink systems -- and found they could use this data to monitor the destruction of Gaza, as well as the movements and in many cases identities of Russian and Ukrainian troops. At issue is the way that Apple collects and publicly shares information about the precise location of all Wi-Fi access points seen by its devices. Apple collects this location data to give Apple devices a crowdsourced, low-power alternative to constantly requesting global positioning system (GPS) coordinates.

Both Apple and Google operate their own Wi-Fi-based Positioning Systems (WPS) that obtain certain hardware identifiers from all wireless access points that come within range of their mobile devices. Both record the Media Access Control (MAC) address that a Wi-FI access point uses, known as a Basic Service Set Identifier or BSSID. Periodically, Apple and Google mobile devices will forward their locations -- by querying GPS and/or by using cellular towers as landmarks -- along with any nearby BSSIDs. This combination of data allows Apple and Google devices to figure out where they are within a few feet or meters, and it's what allows your mobile phone to continue displaying your planned route even when the device can't get a fix on GPS.

With Google's WPS, a wireless device submits a list of nearby Wi-Fi access point BSSIDs and their signal strengths -- via an application programming interface (API) request to Google -- whose WPS responds with the device's computed position. Google's WPS requires at least two BSSIDs to calculate a device's approximate position. Apple's WPS also accepts a list of nearby BSSIDs, but instead of computing the device's location based off the set of observed access points and their received signal strengths and then reporting that result to the user, Apple's API will return the geolocations of up to 400 hundred more BSSIDs that are nearby the one requested. It then uses approximately eight of those BSSIDs to work out the user's location based on known landmarks.

In essence, Google's WPS computes the user's location and shares it with the device. Apple's WPS gives its devices a large enough amount of data about the location of known access points in the area that the devices can do that estimation on their own. That's according to two researchers at the University of Maryland, who theorized they could use the verbosity of Apple's API to map the movement of individual devices into and out of virtually any defined area of the world. The UMD pair said they spent a month early in their research continuously querying the API, asking it for the location of more than a billion BSSIDs generated at random. They learned that while only about three million of those randomly generated BSSIDs were known to Apple's Wi-Fi geolocation API, Apple also returned an additional 488 million BSSID locations already stored in its WPS from other lookups.
"Plotting the locations returned by Apple's WPS between November 2022 and November 2023, Levin and Rye saw they had a near global view of the locations tied to more than two billion Wi-Fi access points," the report adds. "The map showed geolocated access points in nearly every corner of the globe, apart from almost the entirety of China, vast stretches of desert wilderness in central Australia and Africa, and deep in the rainforests of South America."

The researchers wrote: "We observe routers move between cities and countries, potentially representing their owner's relocation or a business transaction between an old and new owner. While there is not necessarily a 1-to-1 relationship between Wi-Fi routers and users, home routers typically only have several. If these users are vulnerable populations, such as those fleeing intimate partner violence or a stalker, their router simply being online can disclose their new location."

Officials from the US government have privately expressed concerns to both their Dutch and Taiwanese counterparts about what happens if Chinese aggression escalates into an attack on the island responsible for producing the vast majority of the world's advanced semiconductors, two of the people said, speaking on condition of anonymity. ASML reassured officials about its ability to remotely disable the machines when the Dutch government met with the company on the threat, two others said. The Netherlands has run simulations on a possible invasion in order to better assess the risks, they added.

The remote shut-off applies to Netherlands-based ASML's line of extreme ultraviolet machines, known within the industry as EUVs, for which TSMC is its single biggest client. EUVs harness high-frequency light waves to print the smallest microchip transistors in existence -- creating chips that have artificial-intelligence uses as well as more sensitive military applications. About the size of a city bus, an EUV requires regular servicing and updates. As part of that, the company can remotely force a shut-off which would act as a kill switch, the people said, speaking on condition of anonymity. The Veldhoven-based company is the world's only manufacturer of these machines, which sell for more than $217 million apiece.

EU Sets Benchmark For Rest of the World With Landmark AI Laws (reuters.com) 28

An anonymous reader quotes a report from Reuters: Europe's landmark rules on artificial intelligence will enter into force next month after EU countries endorsed on Tuesday a political deal reached in December, setting a potential global benchmark for a technology used in business and everyday life. The European Union's AI Act is more comprehensive than the United States' light-touch voluntary compliance approach while China's approach aims to maintain social stability and state control. The vote by EU countries came two months after EU lawmakers backed the AI legislation drafted by the European Commission in 2021 after making a number of key changes. [...]

The AI Act imposes strict transparency obligations on high-risk AI systems while such requirements for general-purpose AI models will be lighter. It restricts governments' use of real-time biometric surveillance in public spaces to cases of certain crimes, prevention of terrorist attacks and searches for people suspected of the most serious crimes. The new legislation will have an impact beyond the 27-country bloc, said Patrick van Eecke at law firm Cooley. "The Act will have global reach. Companies outside the EU who use EU customer data in their AI platforms will need to comply. Other countries and regions are likely to use the AI Act as a blueprint, just as they did with the GDPR," he said, referring to EU privacy rules.

While the new legislation will apply in 2026, bans on the use of artificial intelligence in social scoring, predictive policing and untargeted scraping of facial images from the internet or CCTV footage will kick in in six months once the new regulation enters into force. Obligations for general purpose AI models will apply after 12 months and rules for AI systems embedded into regulated products in 36 months. Fines for violations range from $8.2 million or 1.5% of turnover to 35 million euros or 7% of global turnover depending on the type of violations.

Scientists Develop New Technique To Thaw Frozen Brain Tissue Without Harm (medicalxpress.com) 56

An anonymous reader quotes a report from Medical Xpress: A team of medical researchers at the National Children's Medical Center, Children's Hospital, Fudan University, in China, has developed a technique to freeze and thaw brain tissue without causing damage. In their study, published in the journal Cell Reports Methods, the group tested bathing brain organoid tissue in candidate chemicals before freezing them using liquid nitrogen. [...] The work involved dipping or soaking brain organoids (brain tissue grown from stem cells) in candidate compounds and then freezing and thawing them to see how they fared. After many attempts, they found one combination of solutions that worked best -- a mix of ethylene glycol, methylcellulose DMSO and Y27632. They named the solution mix MEDY.

The research team then tested MEDY under a variety of conditions to see how well it prevented damage from freezing. The conditions involved changing variables, such as the age of the organoids prior to freezing and how long they were soaked in a MEDY solution. They then allowed the organoids to resume growing after they were thawed for up to 150 days. The researchers found little difference between organoids that had been frozen and those that had not -- even those that had been frozen for as long as 18 months. As a final test, the research team used their technique on a sample of brain tissue obtained from a live human patient and found that it worked just as well.

Apple Slashes iPhone Prices In China Amid Fierce Huawei Competition (reuters.com) 82

Apple is offering discounts of up to $318 on select iPhone models in China, hoping to "defend its position in the high-end smartphone market, where it faces increasing competition from local rivals such as Huawei," reports Reuters. From the report: The increased competitive pressure on Apple comes after Huawei last month introduced its new series of high-end smartphones, the Pura 70, following the launch of the Mate 60 last August. Apple's previous discounting effort in February appears to have helped the company mitigate a sales slowdown in China. Apple's shipments in China increased by 12% in March, according to Reuters' calculations based on data from the China Academy of Information and Communications Technology (CAICT). This marks a significant improvement from the first two months of 2024, when the company experienced a 37% slump in sales.

China Uses Giant Rail Gun to Shoot a Smart Bomb Nine Miles Into the Sky (futurism.com) 134

"China's navy has apparently tested out a hypersonic rail gun," reports Futurism, describing it as "basically a device that uses a series of electromagnets to accelerate a projectile to incredible speeds."

But "during a demonstration of its power, things didn't go quite as planned." As the South China Morning Post reports, the rail gun test lobbed a precision-guided projectile — or smart bomb — nine miles into the stratosphere. But because it apparently didn't go up as high as it was supposed to, the test was ultimately declared unsuccessful. This conclusion came after an analysis led by Naval Engineering University professor Lu Junyong, whose team found with the help of AI that even though the winged smart bomb exceeded Mach 5 speeds, it didn't perform as well as it could have. This occurred, as Lu's team found, because the projectile was spinning too fast during its ascent, resulting in an "undesirable tilt."
But what's more interesting is the project itself. "Successful or not, news of the test is a pretty big deal given that it was just a few months ago that reports emerged about China's other proposed super-powered rail gun, which is intended to send astronauts on a Boeing 737-size ship into space.... which for the record did not make it all the way to space..." Chinese officials, meanwhile, are paying lip service to the hypersonic rail gun technology's potential to revolutionize civilian travel by creating even faster railways and consumer space launches, too.
Japan and France also have railgun projects, according to a recent article from Defense One. "Yet the nation that has demonstrated the most continuing interest is China," with records of railgun work dating back as far as 2011: The Chinese team claimed that their railgun can fire a projectile 100 to 200 kilometers at Mach 6. Perhaps most importantly, it uses up to 100,000 AI-enabled sensors to identify and fix any problems before critical failure, and can slowly improve itself over time. This, they said, had enabled them to test-fire 120 rounds in a row without failure, which, if true, suggests that they solved a longstanding problem that reportedly bedeviled U.S. researchers. However, the team still has a ways to go before mounting an operational railgun on a ship; according to one Chinese article, the projectiles fired were only 25mm caliber, well below the size of even lightweight naval artillery.

As with many other Chinese defense technology programs, much remains opaque about the program...

While railguns tend to get the headlines, this lab has made advances in a wide range of electric and electromagnetic applications for the PLA Navy's warships. For example, the lab's research on electromagnetic launch technology has also been applied to the development of electromagnetic catapults for the PLAN's growing aircraft carrier fleet...

While it remains to be seen whether the Chinese navy can develop a full-scale railgun, produce it at scale, and integrate it onto its warships, it is obvious that it has made steady advances in recent years on a technology of immense military significance that the US has abandoned.
