Basically he said no Fl government or agent can issue vaccine passports... And no Fl govt or state supported business can restrict service based on vaccine passports.
Everyone else can do whatever. Which is basically what everyone is doing. The Federal level CDC provides the form. Private business fills it out and provides it to those who get the shot (Health is private in the US). No Fl agency is providing the "passport". He doesn't want them to so why would they? EOrder or not.
And the govt and its agencies already can't deny you service based on your health (leave the corner cases out). So what exactly is he stopping?
At most people will tell their provider to shove it or throw it out. Then they will harass private businesses that decline them that "The gov said you have to". All because the idiots never read the order.
I understand why this idiot got elected; his constituents are dumber than him. Let them have their fun in Florida; the rest of the world will quarantine them if they try to leave.

Are agencies providing patient identifiable medical records without consent? I highly doubt it as it's illegal.
There isn't anything illegal about giving a patient a card for a procedure. Patient can choose to throw it away. Here the man is saying govt agencies shouldn't do that either but most vaccines are administered by private enterprise.
I am perfectly ok with the private business owners doing whatever they like. If you demand I prove I have a vaccine I have no intention of getting, I am okay taking my money elsewhere. What I am not okay with is government requiring private business to require me to things I don't want to so I have no options.
