The Associated Press reports (here, as carried by the Washington Times) that The White House is asking Congress for $58 million above current levels to speed the production of promising drugs to fight Ebola and additional flexibility for the Department of Homeland Security to cope with the thousands of unaccompanied Central American children still arriving at the southern border. ... [T]he $58 million request for the Centers for Disease Control would help the agency ramp up production and testing of the experimental drug called ZMapp, which has shown promise in fighting the Ebola epidemic in western Africa. It would also help keep the development and manufacturing of two Ebola vaccines on track. The White House request also seeks to use $10 million in unused balances at the Department of Health and Human Services to help with the Ebola outbreak in Africa. The scarcity of ZMapp, the most promising treatment known for Ebola, is such that the third U.S. doctor to have been returned after being infected by the disease will be treated without it.

astroengine writes: Last night (Thursday), two more of Planet Lab's shoebox-sized Earth imaging satellites launched themselves from aboard the International Space Station, the latest in a series of technical mysteries involving a commercially owned CubeSat deployer located outside Japan's Kibo laboratory module. Station commander Steve Swanson was storing some blood samples in one of the station's freezers Friday morning when he noticed that the doors on NanoRack's cubesat deployer were open, said NASA mission commentator Pat Ryan. Flight controllers at the Johnson Space Center in Houston determined that two CubeSats had been inadvertently released. "No crew members or ground controllers saw the deployment. They reviewed all the camera footage and there was no views of it there either," Ryan said.
jones_supa writes: During a scientific cruise in 1986, scientists collected organisms at water depths of 400m and 1,000m on the south-east Australian continental slope, near Tasmania. But the two types of mushroom-shaped organisms were recognized only recently, after sorting of the bulk samples collected during the expedition. A team of scientists at the University of Copenhagen says the tiny organism does not fit into any of the known subdivisions of the animal kingdom. The organisms are described in the academic journal PLOS ONE. The authors of the paper recognise two new species of mushroom-shaped animal: Dendrogramma enigmatica and Dendrogramma discoides. Measuring only a few millimeters in size, the animals consist of a flattened disc and a stalk with a mouth on the end. One way to resolve the question surrounding Dendrogramma's affinities would be to examine its DNA, but new specimens will need to be found. The team's paper calls for researchers around the world to keep an eye out for other examples.

"Asteroid 2014 RC was initially discovered on the night of August 31 by the Catalina Sky Survey near Tucson, Arizona, and independently detected the next night by the Pan-STARRS 1 telescope, located on the summit of Haleakal on Maui, Hawaii," NASA officials said in a statement.
nbauman sends word that researchers have completed a project to sequence the genome of Coffea canephora, a species of plant responsible for roughly 30% of the world's coffee production. In the course of their genetic mapping, the researchers "pinpointed genetic attributes that could help in the development of new coffee varieties better able to endure drought, disease and pests, with the added benefit of enhancing flavor and caffeine levels." They also discovered a broad range of genes that contribute to the production of flavor-related compounds and caffeine. Plant genomist Victor Albert said, "For any agricultural plant, having a genome is a prerequisite for any sort of high technology breeding or molecular modification. Without a genome, we couldn't do any real advanced research on coffee that would allow us to improve it — not in this day and age."

A study out this week from Northwestern University hints that schools may be hurting "at-risk" kids even more by cutting such programs. Just two years of music lessons were shown to have significant effects on brain activity and language processing which the researchers argue could help close achievement gaps between at-risk students and more affluent students. Aside from better brain response to language observed in the lab, practical effects of the interventions were readily apparent: 'Leaders at Harmony Project approached the researchers after the non-profit observed that their students were performing much better than other public school students in the area. Since 2008, over 90 percent of high school seniors who participated in Harmony Project's free music lessons went on to college, even though the high school dropout rates in the surrounding Los Angeles areas can reach up to 50 percent.' Note that this is only one of several ongoing studies showing significant cognitive benefits for music training among at-risk students; an article last year from The Atlantic gives a more detailed summary of related research.

To have a grant proposal funded, you have to propose something and then present what is called preliminary data, which is basically evidence that you’ve already done what you’re proposing to do. If there’s any risk involved, then your proposal won’t be funded. So the entire system tends to encourage not particularly creative research, relatively descriptive and incremental changes which are incremental advances which you are certain to make but not change things very much."...There is no more important time for science to leverage its most creative minds in attempting to solve our global challenges. Although there have been massive increases in funding over the last few decades, the ideas and researchers that have been rewarded by the current peer-review system have tended to be safer, incremental, and established. If we want science to be its most innovative, it's not about finding brilliant, passionate creative scientists; it's about supporting the ones we already have.
sciencehabit writes Researchers working in Argentina have discovered the most complete skeleton of a titanosaur, a group of gigantic plant-eating dinosaurs that dominated the Southern Hemisphere beginning about 90 million years ago. The new dino, named Dreadnoughtus schrani, was 26 meters long and weighed about 59 metric tons—that is, twice as long as Tyrannosaurus rex and as heavy as a herd of elephants. That puts it on a par with other well-known giants such as Argentinosaurus (but it's four times as large as the perhaps better known Diplodocus). The researchers say that the beast was so big it would have had no fear of predators. And it was about to get bigger: A close examination of the fossils, especially its back and shoulder bones, indicates that the animal was still growing when it died.

But the malware didn't manage to steal anyone's data, federal officials say. On Thursday, the Health and Human Services Department, which manages the Obamacare website, explained what happened. And officials stressed that personal information was never at risk. "Our review indicates that the server did not contain consumer personal information; data was not transmitted outside the agency, and the website was not specifically targeted," HHS spokesman Kevin Griffis said. But it was a close call, showing just how vulnerable computer systems can be. It all happened because of a series of mistakes. A computer server that routinely tests portions of the website wasn't properly set up. It was never supposed to be connected to the Internet — but someone had accidentally connected it anyway. That left it open to attack, and on July 8, malware slipped past the Obamacare security system, officials said.

By introducing enzymes to modify the bacteria's process for producing cell membranes, they were able directly produce fuel-grade propane. While commercial application is some years off, the process is being hailed as a cheap, sustainable alternative to deriving the gas from fossil fuel production. As researcher Patrik Jones is quoted as saying, "Fossil fuels are a finite resource and...we are going to have to come up with new ways to meet increasing energy demands."

To expedite the mission, DARPA said it is considering the possibility of integrating DARPA-developed space robotics technologies onto commercial spacecraft to create a jointly developed GEO robotic service craft.

But that didn't stop Canadian chemist Muhammad Qureshi from executing his own sublimely scientific, potentially dangerous variation on the theme: After donating to the ALS Association, he proceeded to douse himself with a bucket of liquid nitrogen. Anyone who's taken a chemistry class, or at least watched the end of Terminator 2, knows that liquid nitrogen can rapidly freeze objects, leaving them brittle and prone to shattering. Pouring it on your skin can cause serious frostbite. So what prevented that bucketful of liquid nitrogen from transforming Qureshi into a popsicle? In two words: Leidenfrost effect. Named after 18th century scientist Johann Gottlob Leidenfrost, the effect is when a liquid comes near a mass that's much warmer than the liquid's boiling point, which (in the words of Princeton's helpful physics explainer) results in an insulating vapor layer that "keeps that liquid from boiling rapidly." In other words, the vapor makes the liquid "float" just above the surface of the object, rather than coming into direct contact with it.

The Nimbus satellites, originally intended to monitor Earth's clouds in visible and infrared wavelengths, also would have captured images of sea ice, researchers at the University of Colorado's National Snow and Ice Data Center realized when they heard about the long-lost film canisters in 2009. After acquiring the film—and then tracking down the proper equipment to read and digitize its 16-shades-of-gray images, which had been taken once every 90 seconds or so—the team set about scanning and then stitching the images together using sophisticated software. So far, more than 250,000 images have been made public, including the first image taken by Nimbus-1 on 31 August 1964, of an area near the tip of the Antarctic Peninsula. Besides yielding a wealth of sea ice data, the data recovery project, which will end early next year, could also be used to extend satellite records of deforestation and sea surface temperatures."

"With an integrated hardware group the Quantum AI team will now be able to implement and test new designs for quantum optimization and inference processors based on recent theoretical insights as well as our learnings from the D-Wave quantum annealing architecture." Google will continue to work with D-Wave, but the UC Santa Barbara group brings its own areas of expertise with superconducting qubit arrays.
speedplane writes: Last week, Elon Musk's SpaceX fired two challenges (PDFs) at Jeff Bezos' Blue Origin over U.S. Patent 8,678,321, entitled "Sea landing of space launch vehicles and associated systems and methods." The patent appears to cover a method of landing a rocket on a floating platform at sea. In their papers, SpaceX says that "by 2009, the earliest possibly priority date listed on the face of the patent, the basic concepts of 'rocket science' were well known and widely understood. The "rocket science" claimed in the '321 patent was, at best, 'old hat[.]'" Blue Origin has approximately three months to file a preliminary response to the challenge. "By the end of the yearlong trial, people in the low-carbohydrate group had lost about eight pounds more on average than those in the low-fat group. They had significantly greater reductions in body fat than the low-fat group, and improvements in lean muscle mass — even though neither group changed their levels of physical activity. While the low-fat group did lose weight, they appeared to lose more muscle than fat. They actually lost lean muscle mass, which is a bad thing,' Dr. Mozaffarian said. 'Your balance of lean mass versus fat mass is much more important than weight. And that's a very important finding that shows why the low-carb, high-fat group did so metabolically well.' ... In the end, people in the low-carbohydrate group saw markers of inflammation and triglycerides — a type of fat that circulates in the blood — plunge. Their HDL, the so-called good cholesterol, rose more sharply than it did for people in the low-fat group. Blood pressure, total cholesterol and LDL, the so-called bad cholesterol, stayed about the same for people in each group."

Belying their reputation as the dumb cousins of early modern humans, Neanderthals created cave art, an activity regarded as a major cognitive step in the evolution of humankind, scientists reported on Monday in a paper describing the first discovery of artwork by this extinct species. The discovery is "a major contribution to the redefinition of our perception of Neanderthal culture," said prehistorian William Rendu of the French National Centre for Scientific Research, who was not involved in the work. "It is a new and even stronger evidence of the Neanderthal capacity for developing complex symbolic thought" and "abstract expression," abilities long believed exclusive to early modern humans.

From the article: "Ash3D helped the researchers understand how the previous eruptions created a widespread distribution of ash in places in the park's periphery. Aside from probing ash-distribution patterns, the Ash3D can also be used to identify potential hazards that volcanoes in Alaska may bring."

In 2009 almost €425,000 ($555,000) was paid out to hunters in compensation for wild boar meat that was too contaminated to be sold. "It doesn't cover the loss from game sales, but at least it covers the cost of disposal," says Steffen Richter, the head of the Saxon State Hunters Association.

Melting ice is fuelling sea-level rise around the coast of Antarctica, a new report in Nature Geoscience finds. Near-shore waters went up by about 2mm per year more than the general trend for the Southern Ocean as a whole in the period between 1992 and 2011. Scientists say the melting of glaciers and the thinning of ice shelves are dumping 350 billion tonnes of additional water into the sea annually. This influx is warming and freshening the ocean, pushing up its surface. "Freshwater is less dense than salt water and so in regions where an excess of freshwater has accumulated we expect a localized rise in sea level," explained Dr Craig Rye from the University of Southampton, UK, and lead author on the new journal paper.
KentuckyFC writes In 1980 and 1981, Voyager 1 and 2 flew past Saturn providing unprecedented images of its magnificent ring system. At that time, its most distant discrete ring, the F ring, was about 200 kilometres wide. But puzzlingly, images sent back by Cassini show that the ring is now 580 kilometres wide and twice as bright as it was thirty years ago. Now astronomers think they have finally solved the mystery of the expanding F ring. The ring is shepherded by a number of small moons, the most famous of which is Prometheus. These moons interact gravitationally with the ring creating structures such as braids and spokes. The new thinking is that the moons' orbits resonate with the F ring, pushing clouds of dust and ice further away from Saturn. This makes the ring wider. But beyond a certain radius the orbit of the dust becomes unstable and it begins to spiral back towards Saturn and collides with the rest of the ring. This causes a chain reaction of collisions that dramatically increases the number of particles in the ring and hence its brightness. This theory also leads to a prediction--the resonant process is currently at a maximum but should reduce sharply in the coming years, if the theory is correct. So by 2018, the F ring should be back to the same configuration the Voyagers saw in 80/81.

When the first European settlers arrived in North America at least one of every four birds on the continent was a passenger pigeon, making them the most numerous birds in North America, and perhaps in the world. From the article: "But extinction apparently doesn't ring with the finality it used to. Researchers are working to 'de-extinct' the bird. They got their hands on some of the 1,500 or so known passenger pigeon specimens and are hoping to resurrect the species through some Jurassic Park-like genetic engineering. Instead of using frog DNA to fill out the missing parts of a dinosaur's genetic code as in Michael Crichton's story, the real-life 'bring-back-the-passenger pigeon' researchers are using the bird's closest relative, the band-tailed pigeon.

The study also reveals that today's Inuit and Native Americans of the Arctic are genetically distinct from the region's first settlers. "A single founding population settled, and endured the harsh environmental conditions of the Arctic, for almost 5,000 years — during which time the culture and lifestyle changed enough to be represented as distinct cultural units," explained Dr Maanasa Raghavan, first author of the new paper.
Anna Merikin writes In 1964, Richard Feynman delivered a series of seven hour-long lectures at Cornell University which were recorded by the BBC, and in 2009 (with a little help from Bill Gates), were released to the public. The three-volume set may be the most popular collection of physics books ever written, and now the complete online edition has been made available in HTML 5 through a collaboration between Caltech (where Feyman first delivered these talks, in the early 1960s) and The Feynman Lectures Website. The online edition is "high quality up-to-date copy of Feynman's legendary lectures," and, thanks to the implementation of scalable vector graphics, "has been designed for ease of reading on devices of any size or shape; text, figures and equations can all be zoomed without degradation." Volume I deals mainly with mechanics, radiation and heat; Volume II with electromagnetism and matter; and Volume III with quantum mechanics. Last year we told you when Volume I was made available. It's great to see the rest added.

The eruption began around 0600 GMT prompting the Icelandic Met Office to raise the aviation warning code to red for the Bardarbunga/Holuhraun area, the Department of Civil Protection and Emergency Management said in a statement. The country's meteorological agency described the eruption as a "very calm lava eruption and can hardly be seen on seismometers."

It's being designed to be even more powerful than the Falcon Heavy. Key quote: "It is clear SpaceX envisions a rocket far more powerful than even the fully evolved Block 2 SLS – a NASA rocket that isn't set to be launched until the 2030s." The SpaceX rocket hinges on whether the company can successfully build its new Raptor engine. If they do, they will have their heavy lift rocket in the air and functioning far sooner than NASA, and for far less money.

Because of this, it's interesting that a new study (abstract) has found states that allow the use of medical marijuana have seen a dramatic reduction in opioid overdose fatalities. "Previous studies hint at why marijuana use might help reduce reliance on opioid painkillers. Many drugs with abuse potential such as nicotine and opiates, as well as marijuana, pump up the brain's dopamine levels, which can induce feelings of euphoria. The biological reasons that people might use marijuana instead of opioids aren't exactly clear, because marijuana doesn't replace the pain relief of opiates. However, it does seem to distract from the pain by making it less bothersome." This research comes at a time when the country is furiously debating the costs and benefits of marijuana use, and opponents of the idea are paying researchers to paint it in an unfavorable light.

Its limited scope has kept us from returning to the moon for over four decades, maintained only a minimal presence in low-Earth orbit, and failed to develop a capable asteroid defense system. But why is funding such a problem? Jason Callahan, who has worked on several of NASA's annual budgets, says it's not just NASA's small percentage of the federal budget that keeps those projects on the back burner, but also competition for funding between different parts of NASA as well. "[NASA's activities include] space science, including aeronautics research (the first A in NASA), technology development, education, center and agency management, construction, maintenance, and the entire human spaceflight program. The total space science budget has rarely exceeded $5 billion, and has averaged just over half that amount. Remember that space science is more than just planetary: astrophysics, heliophysics, and Earth science are all funded in this number. Despite this, space science accounts for an average of 17 percent of NASA's total budget, though it has significant fluctuations. In the 1980s, space science was a mere 11½ percent of NASA's budget, but in the 2000s, it made up 27 percent."

It's still performing scientific observations, but the mission team has been dealing with a problem: the rover keeps rebooting. It's happened a dozen times this month, and the process is a bit more involved than rebooting a typical computer. It takes a day or two to get back into operation every time. To try and fix this, the Opportunity team is planning a tricky operation: reformatting the flash memory from 125 million miles away. "Preparations include downloading to Earth all useful data remaining in the flash memory and switching the rover to an operating mode that does not use flash memory. Also, the team is restructuring the rover's communication sessions to use a slower data rate, which may add resilience in case of a reset during these preparations." The team suspects some of the flash memory cells are simply wearing out. The reformat operation is scheduled for some time in September.
Taco Cowboy sends this report from Vox: One of the big mysteries in the Ebola outbreak in West Africa is where the virus came from in the first place — and whether it's changed in any significant ways. ... In a new paper in Science (abstract), researchers reveal that they have sequenced the genomes of Ebola from 78 patients in Sierra Leone who contracted the disease in May and June. Those sequences revealed some 300 mutations specific to this outbreak. Among their findings, the researchers discovered that the current viral strains come from a related strain that left Central Africa within the past ten years. ... Using genetic sequences from current and previous outbreaks, the researchers mapped out a family tree that puts a common ancestor of the recent West African outbreak some place in Central Africa roughly around 2004. This contradicts an earlier hypothesis that the virus had been hanging around West Africa for much longer than that. Researchers are also planning to study the mutations to see if any of them are affecting Ebola's recent behavior. For example, this outbreak has had a higher transmission rate and lower death rate than others, and researchers are curious if any of these mutations are related to that. ... The scientific paper on Ebola is also a sad reminder of the toll that the virus has taken on those working on the front lines. Five of the authors died of Ebola before it was published.
Scientific American reports, based on a study published today in Nature, that ZMapp, the drug that has been used to treat seven patients during the current Ebola epidemic in West Africa, can completely protect monkeys against the virus, research has found. ... The drug — a cocktail of three purified immune proteins, or monoclonal antibodies, that target the Ebola virus — has been given to seven people: two US and three African health-care workers, a British nurse and a Spanish priest. The priest and a Liberian health-care worker who got the drug have since died. There is no way to tell whether ZMapp has been effective in the patients who survived, because they received the drug at different times during the course of their disease and received various levels of medical care. The "hidden documents" folder of the machine, says the report, contained a vast number of documents, including ones describing and justifying biological weapons: The laptop's contents turn out to be a treasure trove of documents that provide ideological justifications for jihadi organizations -- and practical training on how to carry out the Islamic State's deadly campaigns. They include videos of Osama bin Laden, manuals on how to make bombs, instructions for stealing cars, and lessons on how to use disguises in order to avoid getting arrested while traveling from one jihadi hot spot to another. ... The information on the laptop makes clear that its owner is a Tunisian national named Muhammed S. who joined ISIS in Syria and who studied chemistry and physics at two universities in Tunisia's northeast. Even more disturbing is how he planned to use that education: The ISIS laptop contains a 19-page document in Arabic on how to develop biological weapons and how to weaponize the bubonic plague from infected animals. ... "The advantage of biological weapons is that they do not cost a lot of money, while the human casualties can be huge," the document states.

The researchers found that improvements in self-reported well-being occurred when online networking led to face-to-face interactions, but this effect was overwhelmed by the perceived losses in well-being (PDF) generated by interaction strictly through social networks. The researchers "highlight the role of discrimination and hate speech on social media which they say play a significant role in trust and well-being. Better moderation could significantly improve the well-being of the people who use social networks, they conclude."

[M]uon tomography is similar to taking an X-ray, only it uses naturally produced muons. These particles don't damage the imaged materials and, because they already stream through everything on Earth, they can be used to image even the most sensitive objects. Better yet, a huge amount of shielding is needed to stop muons from passing through an object, making it nearly impossible to hide from muon tomography. ... By determining how muons scatter as they interact with electrons and nuclei within the item, the team's software creates a three-dimensional picture of what's inside. ... To prove the technology, the Los Alamos team shipped a demo detector system to a small, working nuclear reactor in a Toshiba facility in Kawasaki, Japan. There, they placed one detector on either side of the reactor core. "When we analyzed our data we discovered that in addition to the fuel in the reactor core, they had put a few fuel bundles off to the side that we didn't know about," says Morris. "They were really impressed that not only could we image the core, but that we also found those bundles."

It's necessary (or at least feels like it's necessary) because many workers have a hard time staying awake while sitting at a desk for hours at a time, and the alternative — naps — aren't usually allowed. But new research shows it might be more efficient for employers to encourage brief "coffee naps," which are more effective at returning people to an alert state than either caffeine or naps alone. A "coffee nap" is when you drink a cup of coffee, and then take a sub-20-minute nap immediately afterward. This works because caffeine takes about 20 minutes to get into your bloodstream, and a 20-minute nap clears adenosine from your brain without putting you into deeper stages of sleep. In multiple studies, tired participants who took coffee naps made fewer mistakes in a driving simulator after they awoke than the people who drank coffee without a nap or slept without ingesting caffeine.

'The nonstandard operation of the integrated management system was likely caused by an error in the embedded software. As a result, the upper stage received an incorrect flight assignment, and, operating in full accordance with the embedded software, it has delivered the units to the wrong destination,' an unnamed source from Russian space Agency Roscosmos was quoted as saying by the newspaper."

A key factor is a high level of scientific knowledge among the general population (despite comparatively low numbers of people employed in STEM fields). Another is a higher level of comfort with choosing rationality over religious belief — only 25% of Canadians surveyed agreed with the statement "We depend too much on science and not enough on faith", as opposed to 55% in the U.S. and 38% in the E.U.
