Mars May Not Have Had Liquid Water Long Enough For Life To Form (arstechnica.com) 53

Elizabeth Rayne reports via Ars Technica: Led by planetary researcher Lonneke Roelofs of Utrecht University in the Netherlands, a team of scientists has found that the sublimation of CO2 ice could have shaped Martian gullies, which might mean the most recent occurrence of liquid water on Mars may have been further back in time than previously thought. That could also mean the window during which life could have emerged and thrived on Mars was possibly smaller. "Sublimation of CO2 ice, under Martian atmospheric conditions, can fluidize sediment and creates morphologies similar to those observed on Mars," Roelofs and her colleagues said in a study recently published in Communications Earth & Environment. To recreate a part of the red planet's landscape in a lab, Roelofs built a flume in a special environmental chamber that simulated the atmospheric pressure of Mars. It was steep enough for material to move downward and cold enough for CO2 ice to remain stable. But the team also added warmer adjacent slopes to provide heat for sublimation, which would drive movement of debris. They experimented with both scenarios that might happen on Mars: heat coming from beneath the CO2 ice and warm material being poured on top of it. Both produced the kinds of flows that had been hypothesized. For further evidence that flows driven by sublimation would happen under certain conditions, two further experiments were conducted, one under Earth-like pressures and one without CO2 ice. No flows were produced by either. "For the first time, these experiments provide direct evidence that CO2 sublimation can fluidize, and sustain, granular flows under Martian atmospheric conditions," the researchers said in the study.

Because this experiment showed that gullies and systems like them can be shaped by sublimation and not just liquid water, it raises questions about how long Mars had a sufficient supply of liquid water on the surface for any organisms (if they existed at all) to survive. Its period of habitability might have been shorter than it was once thought to be. Does this mean nothing ever lived on Mars? Not necessarily, but Roelofs' findings could influence how we see planetary habitability in the future.

Feds Finally Decide To Do Something About Years-Old SS7 Spy Holes In Phone Networks 32

Jessica Lyons reports via The Register: The FCC appears to finally be stepping up efforts to secure decades-old flaws in American telephone networks that are allegedly being used by foreign governments and surveillance outfits to remotely spy on and monitor wireless devices. At issue are the Signaling System Number 7 (SS7) and Diameter protocols, which are used by fixed and mobile network operators to enable interconnection between networks. They are part of the glue that holds today's telecommunications together. According to the US watchdog and some lawmakers, both protocols include security weaknesses that leave folks vulnerable to unwanted snooping. SS7's problems have been known about for years and years, as far back as at least 2008, and we wrote about them in 2010 and 2014, for instance. Little has been done to address these exploitable shortcomings.

SS7, which was developed in the mid-1970s, can be potentially abused to track people's phones' locations; redirect calls and text messages so that info can be intercepted; and spy on users. The Diameter protocol was developed in the late-1990s and includes support for network access and IP mobility in local and roaming calls and messages. It does not, however, encrypt originating IP addresses during transport, which makes it easier for miscreants to carry out network spoofing attacks. "As coverage expands, and more networks and participants are introduced, the opportunity for a bad actor to exploit SS7 and Diameter has increased," according to the FCC [PDF].

On March 27 the commission asked telecommunications providers to weigh in and detail what they are doing to prevent SS7 and Diameter vulnerabilities from being misused to track consumers' locations. The FCC has also asked carriers to detail any exploits of the protocols since 2018. The regulator wants to know the date(s) of the incident(s), what happened, which vulnerabilities were exploited and with which techniques, where the location tracking occurred, and -- if known -- the attacker's identity. This time frame is significant because in 2018, the Communications Security, Reliability, and Interoperability Council (CSRIC), a federal advisory committee to the FCC, issued several security best practices to prevent network intrusions and unauthorized location tracking. Interested parties have until April 26 to submit comments, and then the FCC has a month to respond.

Cable Lobby Vows 'Years of Litigation' To Avoid Bans on Blocking and Throttling (arstechnica.com) 91

An anonymous reader shares a report: The Federal Communications Commission has scheduled an April 25 vote to restore net neutrality rules similar to the ones introduced during the Obama era and repealed under former President Trump. The text of the pending net neutrality order wasn't released today. The FCC press release said it will prohibit broadband providers "from blocking, slowing down, or creating pay-to-play Internet fast lanes" and "bring back a national standard for broadband reliability, security, and consumer protection."

[...] Numerous consumer advocacy groups praised the FCC for its plan today. Lobby groups representing Internet providers expressed their displeasure. While there hasn't been a national standard since then-Chairman Ajit Pai led a repeal in 2017, Internet service providers still have to follow net neutrality rules because California and other states impose their own similar regulations. The broadband industry's attempts to overturn the state net neutrality laws were rejected in court.

Although ISPs seem to have been able to comply with the state laws, they argue that the federal standard will hurt their businesses and consumers. "Reimposing heavy-handed regulation will not just hobble network investment and innovation, it will also seriously jeopardize our nation's collective efforts to build and sustain reliable broadband in rural and unserved communities," cable lobbyist Michael Powell said today. Powell, the CEO of cable lobby group NCTA-The Internet & Television Association, was the FCC chairman under President George W. Bush. Powell said the FCC must "reverse course to avoid years of litigation and uncertainty" in a reference to the inevitable lawsuits that industry groups will file against the agency.

FCC To Vote To Restore Net Neutrality Rules (reuters.com) 60

An anonymous reader quotes a report from Reuters: The U.S. Federal Communications Commission will vote to reinstate landmark net neutrality rules and assume new regulatory oversight of broadband internet that was rescinded under former President Donald Trump, the agency's chair said. The FCC told advocates on Tuesday of the plan to vote on the final rule at its April 25 meeting. The commission voted 3-2 in October on the proposal to reinstate open internet rules adopted in 2015 and re-establish the commission's authority over broadband internet.

Net neutrality refers to the principle that internet service providers should enable access to all content and applications regardless of the source, and without favoring or blocking particular products or websites. FCC Chair Jessica Rosenworcel confirmed the planned commission vote in an interview with Reuters. "The pandemic made clear that broadband is an essential service, that every one of us -- no matter who we are or where we live -- needs it to have a fair shot at success in the digital age," she said. "An essential service requires oversight and in this case we are just putting back in place the rules that have already been court-approved that ensures that broadband access is fast, open and fair."

California Introduces 'Right To Disconnect' Bill That Would Allow Employees To Possibly Relax 91

There's little regulation in the United States to prevent employers from forcing workers to be at their desks or on call at all hours, but that might soon change. California State Assemblyman Matt Haney has introduced AB 2751, a "right to disconnect" proposition, The San Francisco Standard reports. The bill is in its early stages but, if passed, would make every California employer lay out exactly what a person's hours are and ensure they aren't required to respond to work-related communications while off the clock. Time periods in which a salaried employee might have to work longer hours would need to be laid out in their contract. Exceptions would exist for emergencies.

The Department of Labor would monitor adherence and fine companies a minimum of $100 for wrongdoing -- whether that's forcing employees to be on Zoom, their inbox, answering texts or monitoring Slack when they're not getting paid to do so. "I do think it's fitting that California, which has created many of these technologies, is also the state that introduces how we make it sustainable and update our protections for the times we live in and the world we've created," Haney told The Standard.

White House Makes Last-ditch Push for Internet Subsidy Program (reuters.com) 82

The White House plans to renew a push in April to convince Congress to extend an internet subsidy program used by 23 million American households just weeks before it runs out of money, officials said. From a report: In October, the White House asked for $6 billion to extend the program through December 2024, but Congress has not funded it, potentially putting millions of households at risk of losing their internet service. Federal Communications Commission Chair Jessica Rosenworcel told lawmakers in a letter that April is the last month participants will get the full subsidy, with partial subsidies in May.

Congress previously allocated $17 billion to help lower-income families and people impacted by COVID-19 gain broadband access through a $30 per month voucher to use toward internet service. "We have come too far to allow this successful effort to promote internet access for all to end," Rosenworcel said on Tuesday. "Despite the breadth of this support and the urgent need to continue this program to ensure millions of households nationwide do not lose essential internet access, no additional funding has yet been appropriated."

Pythagoras Was Wrong: There Are No Universal Musical Harmonies, Study Finds (cam.ac.uk) 73

An anonymous reader shares a report: According to the Ancient Greek philosopher Pythagoras, 'consonance' -- a pleasant-sounding combination of notes -- is produced by special relationships between simple numbers such as 3 and 4. More recently, scholars have tried to find psychological explanations, but these 'integer ratios' are still credited with making a chord sound beautiful, and deviation from them is thought to make music 'dissonant,' unpleasant sounding.

But researchers from the University of Cambridge, Princeton and the Max Planck Institute for Empirical Aesthetics, have now discovered two key ways in which Pythagoras was wrong. Their study, published in Nature Communications, shows that in normal listening contexts, we do not actually prefer chords to be perfectly in these mathematical ratios. "We prefer slight amounts of deviation. We like a little imperfection because this gives life to the sounds, and that is attractive to us," said co-author, Dr Peter Harrison, from Cambridge's Faculty of Music and Director of its Centre for Music and Science.

The researchers also found that the role played by these mathematical relationships disappears when you consider certain musical instruments that are less familiar to Western musicians, audiences and scholars. These instruments tend to be bells, gongs, types of xylophones and other kinds of pitched percussion instruments. In particular, they studied the 'bonang,' an instrument from the Javanese gamelan built from a collection of small gongs.

Scientists Turn To AI To Make Beer Taste Even Better 80

Researchers say they have used AI to make brews even better. From a report: Prof Kevin Verstrepen, of KU Leuven university, who led the research, said AI could help tease apart the complex relationships involved in human aroma perception. "Beer -- like most food products -- contains hundreds of different aroma molecules that get picked up by our tongue and nose, and our brain then integrates these into one picture. However, the compounds interact with each other, so how we perceive one depends also on the concentrations of the others," he said.

Writing in the journal Nature Communications, Verstrepen and his colleagues report how they analysed the chemical makeup of 250 commercial Belgian beers of 22 different styles including lagers, fruit beers, blonds, West Flanders ales, and non-alcoholic beers. Among the properties studied were alcohol content, pH, sugar concentration, and the presence and concentration of more than 200 different compounds involved in flavour -- such as esters that are produced by yeasts and terpenoids from hops, both of which are involved in creating fruity notes.

A tasting panel of 16 participants sampled and scored each of the 250 beers for 50 different attributes, such as hop flavours, sweetness, and acidity -- a process that took three years. The researchers also collected 180,000 reviews of different beers from the online consumer review platform RateBeer, finding that while appreciation of the brews was biased by features such as price meaning they differed from the tasting panel's ratings, the ratings and comments relating to other features -- such as bitterness, sweetness, alcohol and malt aroma -- these correlated well with those from the tasting panel.

An anonymous reader shares a report: The number of landline users has plummeted with the rise of cellphones, and the 19th-century technology's days appear to be numbered. Providers like AT&T are looking to exit the business by transitioning customers to cellphones or home telephone service over broadband connections. But for many of the millions of people still clinging to their copper-based landline telephones, newer alternatives are either unavailable, too expensive, or are unreliable when it matters most: in an emergency.

According to the National Center for Health Statistics, only a quarter of adults in the United States still have landlines and only around 5 percent say they mostly or only rely on them. The largest group of people holding onto their landlines are 65 and older. Meanwhile, more than 70 percent of adults are using wireless phones only. The copper lines used for traditional landlines carry electricity over the wires, so as long as a phone is corded or charged it will work during a power outage. Landlines are separate from cellular and broadband networks and are not affected by their outages, making them a necessary backstop in rural areas. Many of those same areas have inadequate cellular or internet coverage.

"In three, four, maybe five years a lot of states are going to say 'Okay, it's permissible to discontinue service if you, the phone company, can demonstrate there's functional alternative service,'" says Rob Frieden, an Academy and Emeritus Professor of Telecommunications and Law at Pennsylvania State University. AT&T recently asked the California Public Utilities Commission to end its obligation to provide landline service in parts of the state. The Federal Communications Commission, which has to approve a request to end service, said it hasn't received one from AT&T.

Astronomers Demand Radio Silence at the Moon's Far Side, But Resistance May Be Futile (gizmodo.com) 18

Gizmodo reports that increased activity on the Moon "may affect the unique radio silence on the lunar far side, an ideal location for radio telescopes to pick up faint signals from the cosmic past." This week, the International Academy of Astronautics (IAA) held the first Moon Farside Protection Symposium in Italy to advocate for preserving radio silence on the far side of the Moon. The symposium hopes to raise awareness about the threat facing the far side of the Moon and develop approaches to shielding it from artificial radio emissions....

NASA has shown interest in using the lunar radio silence, proposing an ultra-long-wavelength radio telescope inside a crater on the far side of the Moon. The Lunar Crater Radio Telescope is designed to observe the universe at frequencies below 30 megahertz, which are largely unexplored by humans since those signals are reflected by the Earth's ionosphere, according to NASA. At those low frequencies, radio telescopes on the Moon can detect near-Earth objects approaching our planet before other observatories, it can search for signals of alien civilizations, and study organic molecules in interstellar space...

As more missions head towards the Moon, however, that perfect silence is increasingly being compromised. Earlier this week, for example, China launched a satellite to relay communication between ground operations on Earth and an upcoming mission on the far side of the Moon. The satellite, Queqiao-2, is the first of a constellation of satellites that China hopes to deploy by 2040 to communicate with future crewed missions on the Moon and Mars. As part of its Artemis program, NASA is aiming to build the Lunar Gateway, a space station designed to orbit the Moon to support future missions to the lunar surface and Mars. In advance of this, a NASA-funded cubesat, called CAPSTONE, has entered into a unique halo orbit to demonstrate the stability and practicality of this trajectory for future lunar missions... CAPSTONE marks the beginning of something big — establishing a permanent communication link between Earth and lunar assets, and ensuring the steady, uninterrupted flow of data.

NASA and its Chinese counterparts have eerily similar plans for lunar exploration, and the Moon is currently a 'free-for-all' with no regulations set in place as to who can own our dusty orbital companion.

Cable ISP Fined $10,000 For Lying To FCC About Where It Offers Broadband (arstechnica.com) 42

An Internet service provider that admitted lying to the FCC about where it offers broadband will pay a $10,000 fine and implement a compliance plan to prevent future violations. ArsTechnica: Jefferson County Cable (JCC), a small ISP in Toronto, Ohio, admitted that it falsely claimed to offer fiber service in an area that it hadn't expanded to yet. A company executive also admitted that the firm submitted false coverage data to prevent other ISPs from obtaining government grants to serve the area. Ars helped expose the incident in a February 2023 article.

The FCC announced the outcome of its investigation on March 15, saying that Jefferson County Cable violated the Broadband Data Collection program requirements and the Broadband DATA Act, a US law, "in connection with reporting inaccurate information or data with respect to the Company's ability to provide broadband Internet access service." The FCC said: "To settle this matter, Jefferson County Cable agrees to pay a $10,000 civil penalty to the United States Treasury. Jefferson County Cable also agrees to implement enhanced compliance measures. This action will help further the Commission's efforts to bridge the digital divide by having accurate data of locations where broadband service is available."

Higher Temperatures Mean Higher Food and Other Prices (apnews.com) 96

Food prices and overall inflation will rise as temperatures climb with climate change, a new study by an environmental scientist and the European Central Bank found. From a report: Looking at monthly price tags of food and other goods, temperatures and other climate factors in 121 nations since 1996, researchers calculate that "weather and climate shocks" will cause the cost of food to rise 1.5 to 1.8 percentage points annually within a decade or so, even higher in already hot places like the Middle East, according to a study in Thursday's journal Communications, Earth and the Environment.

And that translates to an increase in overall inflation of 0.8 to 0.9 percentage points by 2035, just caused by climate change extreme weather, the study said. Those numbers may look small, but to banks like the U.S. Federal Reserve that fight inflation, they are significant, said study lead author Max Kotz, a climate scientist at the Potsdam Institute for Climate Impact Research in Germany. "The physical impacts of climate change are going to have a persistent effect on inflation," Kotz said. "This is really from my perspective another example of one of the ways in which climate change can undermine human welfare, economic welfare."

From a report: These developer-focused betas are a proving ground for features that will likely make it into the final public release scheduled for later this year. According to Google, public beta releases should be available to test between April and July. The latest developer preview addresses some nuisances and security concerns experienced by Android users, such as making apps more aware of why some services might be unavailable when devices are using a satellite connection. This is also the first official confirmation that Android 15 will come with satellite messaging, with Google's press release saying that the new preview includes support for "preloaded RCS applications to use satellite connectivity for sending and receiving messages."

US Broadband Providers To Begin Providing New Comparison Labels (reuters.com) 19

Major U.S. broadband internet providers must start displaying information similar to nutrition labels on food products to help consumers shop for services starting on April 10, under new rules from the Federal Communications Commission. From a report: Verizon Communications said it will begin providing the labels on Wednesday. The FCC first moved to mandate the labels in 2022. Smaller providers will be required to provide labels starting in October. The rules require broadband providers to display, at the point of sale, labels that show prices, speeds, fees and data allowances for both wireless and wired products. Verizon Chief Customer Experience Officer Brian Higgins said in an interview the labels will help consumers make "an equal comparison" between product offerings, speeds and fees.

Higgins said standardized labels across the industry "make it easier for customers to do a comparison of which provider is going to be the best fit for their needs." He said customers will still need to research various bundling offers across carriers. The labels were first unveiled as a voluntary program in 2016. Congress ordered the FCC to mandate them under the 2021 infrastructure law. "Consumers will finally get information they can use to comparison shop, avoid junk fees, and make informed choices about which high-speed internet service is the best fit for their needs and budget," FCC Chair Jessica Rosenworcel said.

Soccer teams are always looking to get an edge over their rivals. Whether it's studying players' susceptibility to injury, or opponents' tactics -- top clubs look at reams of data to give them the best shot of winning. They might want to add a new AI assistant developed by Google DeepMind to their arsenal. From a report: It can suggest tactics for soccer set-pieces that are even better than those created by professional club coaches. The system, called TacticAI, works by analyzing a dataset of 7,176 corner kicks taken by players for Liverpool FC, one of the biggest soccer clubs in the world. Corner kicks are awarded to an attacking team when the ball passes over the goal line after touching a player on the defending team. In a sport as free-flowing and unpredictable as soccer, corners -- like free kicks and penalties -- are rare instances in the game when teams can try out pre-planned plays.

TacticAI uses predictive and generative AI models to convert each corner kick scenario -- such as a receiver successfully scoring a goal, or a rival defender intercepting the ball and returning it to their team -- into a graph, and the data from each player into a node on the graph, before modeling the interactions between each node. The work was published in Nature Communications today. Using this data, the model provides recommendations about where to position players during a corner to give them, for example, the best shot at scoring a goal, or the best combination of players to get up front. It can also try to predict the outcomes of a corner, including whether a shot will take place, or which player is most likely to touch the ball first.

Cable And Satellite Providers Required To Disclose 'All In' Pricing Under Newly Passed FCC Rules (deadline.com) 67

The FCC passed new rules that will require cable and satellite providers to clearly disclose the "all in" price of subscriptions in promotional materials. From a report: "The advertised price for a service should be the price you pay when your bill arrives," FCC Chairwoman Jessica Rosenworcel said. "It shouldn't include a bunch of unexpected junk fees that are separate from the top-line price you were told when you signed up."

Rosenworcel cited fees like "broadcast subscription" and "regional sports assessments." "It is not just annoying," she said. "It makes it hard for consumers to compare service in a market that is evolving and has so many new ways to watch." The new rules passed 3-2. Commissioners Brendan Carr and Nathan Simington voted against it. Rosenworcel has also proposed other measures aimed at "junk fees," while the White House has focused on the elimination or limitation of things like surcharges and late fees in areas like concert ticketing, airline reservations and banking.

FCC Scraps Old Speed Benchmark, Says Broadband Should Be at Least 100Mbps (arstechnica.com) 103

The Federal Communications Commission has voted to raise its Internet speed benchmark for the first time since January 2015, concluding that modern broadband service should provide at least 100Mbps download speeds and 20Mbps upload speeds. From a report: An FCC press release after today's 3-2 vote said the 100Mbps/20Mbps benchmark "is based on the standards now used in multiple federal and state programs," such as those used to distribute funding to expand networks. The new benchmark also reflects "consumer usage patterns, and what is actually available from and marketed by Internet service providers," the FCC said.

The previous standard of 25Mbps downstream and 3Mbps upstream lasted through the entire Trump era and most of President Biden's term. There has been a clear partisan divide on the speed standard, with Democrats pushing for a higher benchmark and Republicans arguing that it shouldn't be raised. The standard is partly symbolic but can indirectly impact potential FCC regulations. The FCC is required under US law to regularly evaluate whether "advanced telecommunications capability is being deployed to all Americans in a reasonable and timely fashion" and to "take immediate action to accelerate deployment" and promote competition if current deployment is not "reasonable and timely."

Caffeine Makes Fuel Cells More Efficient, Cuts Cost of Energy Storage (theregister.com) 40

Dan Robinson reports via The Register: Adding caffeine can enhance the efficiency of fuel cells, reducing the need for platinum in electrodes and significantly reducing the cost of making them, according to researchers in Japan. [...] The study, published in the journal Communications Chemistry, concerns the catalysis process at the cathode of a fuel cell and making this reaction more efficient. Fuel cells work somewhat like batteries. They generate power by converting the chemical energy of a fuel (or electrolyte) and an oxidizing agent into electricity. This is typically hydrogen as a fuel and oxygen as an oxidizer. Unlike batteries with limited lifespans, fuel cells can generate power as long as fuel is supplied. The hydrogen undergoes oxidation at the anode, producing hydrogen ions and electrons. The ions move through the hydrogen electrolyte to the cathode, while the electrons flow through an external circuit, generating electricity. At the cathode, oxygen combines with the hydrogen ions and electrons, resulting in water as a by-product. However, this water impacts the performance of the fuel cell, reacting with the platinum (Pt) to form a layer of platinum hydroxide (PtOH) on the electrode and interfering with the catalysis of the oxygen reduction reaction (ORR), according to the researchers.

To maintain efficient operation, fuel cells require a high Pt loading (greater platinum content), which significantly ups the costs of fuel cells. A quick look online found market prices for platinum of $29.98 per gram, or $932.61 per ounce, at the time of writing. The researchers found that adding caffeine can improve the ORR activity of platinum electrodes 11 fold, making the reaction more efficient. If you are wondering (as we were) how they came to be experimenting with this, the paper explains that modifying electrodes with hydrophobic material is known to be an effective method for enhancing ORR. Caffeine is less toxic than other hydrophobic substances, and it activates the hydrogen evolution and oxidation reactions of Pt nanoparticles and caffeine doped carbons. Got that?

Chiba University's work was led by Professor Nagahiro Hoshi at the Department of Applied Chemistry and Biotechnology. He explained that the researchers found a notable improvement in the electrode's ORR activity with an increase in caffeine concentration in the electrolyte. This forms a thin layer on the electrode's surface, effectively preventing the formation of PtOH, but the effect depends on the orientation of the platinum atoms on the electrode's surface. The paper refers to these as Pt(100), Pt(110) and Pt(111), with the latter two showing increased ORR activity, while there was no noticeable effect with Pt(100). The researchers do not explain if this latter effect might be a problem, but instead claim that their discovery has the potential to improve the designs of fuel cells and lead to more widespread adoption.

Undersea Cable Damage Causes Internet Outages Across Africa (bloomberg.com) 28

Damage to at least three subsea cables off the west coast of Africa is disrupting internet services across the continent. From a report: The West Africa Cable System, MainOne and ACE sea cables -- arteries for telecommunications data -- were all affected on Thursday, triggering outages and connectivity issues for mobile operators and internet service providers, according to data from internet analysis firms including NetBlocks, Kentik and Cloudflare. The cause of the cable faults has not yet been determined.

Data show a major disruption to connectivity in eight West African countries, with Ivory Coast, Liberia and Benin being the most affected, NetBlocks, an internet watchdog, said in a post on X. "This is a devastating blow to internet connectivity along the west coast of Africa, which will be operating in a degraded state for weeks to come," said Doug Madory, director of internet analysis firm Kentik. The cable faults off the Ivory Coast come less than a month after three telecommunications cables were severed in the Red Sea, highlighting the vulnerability of critical communications infrastructure.

SpaceX Gets E-Band Radio Waves To Boost Starlink Broadband (spacenews.com) 26

Jason Rainbow reports via SpaceNews: SpaceX has secured conditional approval to use extremely high-frequency E-band radio waves to improve the capacity of its low Earth orbit Starlink broadband constellation. The Federal Communications Commission said March 8 it is allowing SpaceX to use E-band frequencies between second-generation Starlink satellites and gateways on the ground, alongside already approved spectrum in the Ka and Ku bands. Specifically, SpaceX is now also permitted to communicate between 71 and 76 gigahertz from space to Earth, and 81-86 GHz Earth-to-space, using the up to 7,500 Gen2 satellites SpaceX is allowed to deploy.

SpaceX has plans for 30,000 Gen2 satellites, on top of the 4,400 Gen1 satellites already authorized by the FCC. However, the FCC deferred action in December 2022 on whether to allow SpaceX to deploy the other three-quarters of its Gen2 constellation, which includes spacecraft closer to Earth to improve broadband speeds. The regulator also deferred action at the time on SpaceX's plans to use E-band frequencies, citing a need to first establish ground rules for using them in space. In a March 8 regulatory filing, the FCC said it found "SpaceX's proposed operations in the E-band present no new or increased frequency conflicts with other satellite operations." But the order comes with multiple conditions, including potentially forcing SpaceX to modify operations if another satellite operator also seeks to use the radio waves.
